CHAPTER I: INTRODUCTION<br />
As for the implementation of ECI the Commission suggested Member States<br />
to take the lead on it (e.g. <strong>in</strong> formulat<strong>in</strong>g identi<strong>fi</strong>cation criteria, sett<strong>in</strong>g up the<br />
priority sectors and m<strong>in</strong>imum protection measures), together with the CI owners,<br />
operators and users. In addition their role would be <strong>in</strong> notify<strong>in</strong>g of the critical<br />
nature of the <strong>in</strong>frastructure to a speci<strong>fi</strong>c CIP body, appo<strong>in</strong>t<strong>in</strong>g a Security Liaison<br />
Of<strong>fi</strong>cer to work <strong>in</strong> between of the relevant bodies (owner/operator and CIP body),<br />
start<strong>in</strong>g up and follow<strong>in</strong>g an operator security plan with permanent and graduated<br />
security measures and participat<strong>in</strong>g <strong>in</strong> plann<strong>in</strong>g of civil protection.<br />
The Green Paper suggested several key pr<strong>in</strong>ciples: subsidiarity emphasiz<strong>in</strong>g<br />
the national responsibility and giv<strong>in</strong>g the Commission floor only <strong>in</strong> the cases with<br />
EU cross border effect complementarity utiliz<strong>in</strong>g exist<strong>in</strong>g structures and measures<br />
<strong>in</strong> CIP; con<strong>fi</strong>dentiality accentuat<strong>in</strong>g the delicate nature of <strong>in</strong>formation relat<strong>in</strong>g to<br />
national CIP; stakeholder cooperation giv<strong>in</strong>g all relevant parties role <strong>in</strong><br />
cooperation and contribution to CIP <strong>in</strong> all levels, although leav<strong>in</strong>g the leadership<br />
to Member State authorities; proportionality apply<strong>in</strong>g appropriate protection<br />
measures focus<strong>in</strong>g on areas of greatest risk and tak<strong>in</strong>g <strong>in</strong>to account the cost-bene<strong>fi</strong>t<br />
ratio.<br />
The EPCIP would also need support<strong>in</strong>g measures such as the CIWIN for<br />
which the Green Paper suggested three options. It could either work as a forum<br />
focused on the exchange of CIP ideas and best practices for the CI owners and<br />
operators where the Commission would gather and dissem<strong>in</strong>ate the relevant<br />
<strong>in</strong>formation; as a rapid alert system (RAS) of the immediate threats l<strong>in</strong>k<strong>in</strong>g the<br />
national level to EU level; or as a comb<strong>in</strong>ation of the previous two, that is, a<br />
communication and alert system however each hav<strong>in</strong>g its own role. CIWIN should<br />
be complementary to the exist<strong>in</strong>g networks and avoid overlapp<strong>in</strong>g as well as offer<br />
harmonized methodology for classify<strong>in</strong>g the alert levels and threats that now vary<br />
widely <strong>in</strong> different Member States. 29<br />
It is suggested that the overall evaluation and monitor<strong>in</strong>g of the programme<br />
be done as a comprehensive process cover<strong>in</strong>g all stakeholders and levels of action<br />
(EU, national). The options proposed are: to establish a peer evaluation<br />
mechanism for the Member States and Commission to work together; have the<br />
Commission report yearly on the progress made; or have the evaluation and<br />
monitor<strong>in</strong>g done nationally where the CIP body would monitor the EPCIP<br />
implementation.<br />
The comments of different Member States on the Green Paper are not<br />
provided from the Commission “due to the sensitivity of the CIP issues <strong>in</strong>volved<br />
(security concerns).” The <strong>in</strong>formation from the Commission stated that the<br />
Member States and most of the <strong>in</strong>dustry <strong>in</strong>volved <strong>in</strong> the <strong>in</strong> the Green Paper<br />
consultation process speci<strong>fi</strong>cally asked the Commission not to disclose the<br />

European CIWIN as well, to work as a type of urgent emergency l<strong>in</strong>e.<br />
