CRITICAL INFRASTRUCTURE PROTECTION IN THE BALTIC SEA REGION<br />
Throughout the project the authors greatly bene<strong>fi</strong>ted from the existence of a<br />
network of advisors from competent authorities and other stakeholders. This<br />
advisory network <strong>in</strong>cluded the Swedish Emergency Management Agency, National<br />
Emergency Supply Agency (F<strong>in</strong>land), M<strong>in</strong>istry of Interior of F<strong>in</strong>land, Rescue<br />
Department, M<strong>in</strong>istry of Defense of F<strong>in</strong>land, The Ma<strong>in</strong> School of Fire Service<br />
(Poland) and EADS Secure Networks Oy (F<strong>in</strong>land). Our particular thanks go to<br />
these <strong>in</strong>stitutions for their fruitful cooperation and the professional, practiceoriented<br />
<strong>in</strong>put to our study.<br />
The project has also bene<strong>fi</strong>ted from be<strong>in</strong>g part of a larger network, the<br />
CIVPRO Civil Protection Network, coord<strong>in</strong>ated by Dr. Timo Hellenberg from the<br />
Aleksanteri Institute of the University of Hels<strong>in</strong>ki. This network, which made the<br />
project possible <strong>in</strong> the <strong>fi</strong>rst place, has also contributed to the current study by<br />
facilitat<strong>in</strong>g cooperation with, and learn<strong>in</strong>g processes from, a wide range of other<br />
related projects.<br />
With<strong>in</strong> the framework of the project and CIVPRO, we organised <strong>in</strong> 2007<br />
several smaller workshops and one larger conference on critical <strong>in</strong>frastructures.<br />
The International Conference on <strong>Critical</strong> Infrastructure Protection was held <strong>in</strong> the<br />
House of Estates <strong>in</strong> Hels<strong>in</strong>ki 4-5 October, 2007. The conference was sponsored,<br />
beside the Commission, by the F<strong>in</strong>nish Prime M<strong>in</strong>ister’s Of<strong>fi</strong>ce and the United<br />
States Embassy to F<strong>in</strong>land (U.S. Department of State). Our particular thanks go to<br />
these <strong>in</strong>stitutions.<br />
The conference provided the chance to exchange views with a wide range of<br />
high-level specialists and professionals from several countries and <strong>in</strong>stitutions,<br />
such as the European Commission, F<strong>in</strong>nish government and Prime M<strong>in</strong>ister’s<br />
Of<strong>fi</strong>ce, United States Department of Homeland Security, Swedish Emergency<br />
Management Agency, United Nations/International <strong>Strategy</strong> for Disaster<br />
Reduction, London Underground and several other authorities and research<br />

Any project, especially one f<strong>in</strong>anced by the EU, needs highly quali<strong>fi</strong>ed<br />

related to budget management and f<strong>in</strong>ancial report<strong>in</strong>g. We have been lucky to<br />
work with such people, especially Jacob Boëthius and Anita Kullén from<br />
