Barriers to small hydropower development
While much progress has been made in small
hydropower development, the current energy macropolicy
environment in China is not conducive to the
development of small hydropower and there are
several issues expected to be improved, such as the
barrier in obtaining bank loans and/or financing;
relatively low tariff for small hydro to be sold to grids;
small hydropower also faces harsh competition when
sold to the grid and the compensation for its external
benefits, among others.
