Licensing procedure suitable for small hydro<br />

projects can be better coordinated between the<br />

national authorities responsible for the process<br />

with simplified administrative procedures.<br />

Instead of launching new tenders, authorities<br />

should take advantage of the studies already<br />

produced in analysing whether or not to approve<br />

submitted licensing applications.<br />

Establishment of solid criteria to concede licences<br />

to develop small hydro, for example, the quality<br />

of the projects and the experience of the<br />

promoter.<br />

Establishment of a ‘one-stop shop’ for potential<br />

investors.<br />

Environmental, technical and financial constraints are<br />

as follows:<br />

The analysis and discussion of the imposing<br />

minimum ecological flows and compensatory<br />

measures for implementing small hydropower<br />

involve a joint force between the national<br />

authorities and the project developer.<br />

Support mechanisms can be improved as described<br />

below:<br />

Adapting FIT and the concession period to the<br />

characteristics of the country (Portugal has a large<br />

intra-annual variability in water run-off).<br />

Introduction of a specific tariff for pump storage<br />

on small hydropower plants in Portugal.<br />
