According to the Ministry of Energy, Iran has a<br />

hydropower potential of 35,427 MW. Economist<br />

Intelligence Unit (EIU) estimates that 5,065 MW of<br />

hydropower resources have been utilized in 2009. 7<br />

Table 2 shows an overview of small hydropower<br />

potential sites as per a study from 2005. 8<br />

As per IWPCO, table 3 indicates the medium and small<br />

hydropower plants which are now available to be<br />

constructed and has been advertised for tendering<br />

and execution as of June 2012.<br />

IWPCO has also introduced ready-for-investment<br />

projects. There are four prepared small hydropower<br />

projects, with an aggregated capacity of 33 MW. 5<br />

Legislation on small hydropower<br />

The fourth five year national development plan (2005<br />

to 2009) of Iran includes renewable energy policies. 10<br />

The private sector should be supported to<br />

disseminate renewable energy applications that are<br />

approaching economic viability, such as wind,<br />

geothermal and biomass energy. Manufacturers<br />

should be supported for transferring and localizing<br />

renewable energy technologies which are expected to<br />

become competitive in medium terms, such as<br />

photovoltaic (PV) systems and solar thermal power<br />

plants. Research centres should expand their research<br />

programmes for renewable energy technologies that<br />

are becoming competitive in longer than 10 years<br />

period. Sustainable and accessible energy to the poor<br />

and in isolated areas should be provided.<br />

In this context, the Government purchases the<br />

electricity produced by the private sector from<br />

renewable energy power plants at a price three times<br />

higher than the amount paid by consumers. Iran aims<br />

to produce 10 per cent of its required electricity from<br />

renewable sources by 2025. Fiscal incentives for<br />

renewable energy include investment/production tax<br />

credits and energy production payment. 10<br />
