the Government of Pakistan aims at achieving 15 per<br />

cent of its Total Primary Energy Supply (TPES) by<br />

renewable sources and to further increase its role to<br />

20 per cent by 2020. 15 Pakistan’s total and per head<br />

CO 2 emissions remain well below developed countries<br />

and the main focus of ARE Policy 2011 is to reduce<br />

Pakistan’s dependence on imported fossil fuels.<br />

Barriers to small hydropower development<br />

Long gestation period;<br />

Small/micro hydropower schemes are generally<br />

constructed in remote off-grid areas with poor<br />

infrastructure;<br />

Lack of trained local staff for operation and<br />

maintenance;<br />

Restricted optimal usage due to off-grid nature;<br />

Lower interest by private sector due to lacking<br />

proper tariff structure;<br />

Difficult socio-economic conditions and generally<br />

weak implementation and coordination capacity.<br />
