Lack of investment capital to develop the existing<br />

hydropower potentials. Records show that most of<br />

the developed capacity in the African region was<br />

realized through grants or soft loans from foreign<br />

development institutions or countries. Very few<br />

sites have been developed through internal<br />

resources of the related countries.<br />
