2 DESCRIPTION OF THE BASIC PROJECT DECISIONS<br />

2.1 ENVIRONMENTAL LEGISLATION<br />

The end of XX and the beginning of the XXI centuries is characterized by not only<br />

political integration of the various countries, but also formation of large transnational<br />

corporations. The purpose of this process was, in particular, deriving of the greatest<br />

economic benefits. The economic benefit of this process for the CIS countries is defined,<br />

first of all, by mobilization of large foreign investments into a national economy, equipment<br />

of manufacture by high technologies and creation of new workplaces. At the same time, the<br />

world community shows more and more anxiety in relation of environment fortune, and the<br />

firms using natural resources realize the responsibility for steady use and protection of<br />

natural resources.<br />

Uzbekistan, developing communications with UNDP, UNEP, OSCE, World Bank,<br />

GEF and others, has practically joined to all Conventions in the sphere of environmental<br />

protection and carries out necessary actions for their realization.<br />

With the assistance of experts from the interested ministries, departments, SRI, there<br />

has been developed National strategy for biodiversity preservation (approved by the country<br />

government in April, 1998). This document reflects a condition of bioresources of<br />

Uzbekistan, and Action Plan which is a part of National strategy, defines steps on<br />

performance of the accepted obligations.<br />

Uzbekistan has signed the United Nations Convention on struggle against<br />

desertification in 1995. The national executive agency (Uzgidromet) in 1999 with the<br />

assistance of experts from the profile organizations under support of UNDP has organized<br />

design of the National program of actions on struggle against desertification. This program<br />

provides creation of the mechanism of working out of effective target programs and projects<br />

for convention performance.<br />

There has been accepted the Kioto protocol in 1998 (ratified by Uzbekistan in 1999),<br />

defined ways of performance of the Framework convention of the United Nations on<br />

climate change by the international community. Uzgidromet is appointed as national<br />

executive agency. Necessity of observance of requirements of this Convention is explained<br />

by requirements of present Convention on struggle against global warming of Earth climate.<br />

The government of the Republic of Uzbekistan since first days of formation has<br />

started to undertake considerable efforts in a direction of development of own nature<br />

conservation policy. In particular, there has been spent reorganization in the structure of the<br />

majority of the Ministries, especially great changes occurred in structure of the Ministries<br />

using and supervising use of natural resources. Among the fundamental laws regulating<br />

nature management in the Republic, the “Law of the Republic of Uzbekistan on nature<br />

conservation”, passed on 9. December, 1992, establishing legal, economic and<br />

organizational bases of preservation of natural environment condition, rational use of<br />

natural resources.<br />

Nature conservation in Uzbekistan is also regulated by the land, water, forest laws,<br />

Interior legislation (2002), on protection and use of atmospheric air (1996), of fauna (1997),<br />
