– the service which to a considerable degree is organized by carriers competing<br />

on the market (preparing timetables and tariffs for their services);<br />

– the regulatory scope for transport operations defined by public authorities<br />

that is limited to the necessary minimum;<br />

– operation of an entity fulfilling regulatory tasks of organizing, to a limited<br />

extent, the transport service; (determining social entitlements to reduced<br />

fares and refunding them, ordering the services from carriers that would<br />

not be provided by them otherwise, sale of system tickets);<br />

– the dependence of the financial situation of carriers on the number of passengers<br />

carried;<br />

– strict quantitative and qualitative controls of the services covered by regulation<br />

by the public transport provider.<br />

The regulatory scope for transport operations in the presented model depends<br />

on the transport service quality level resulting from independent operations<br />

of the carriers competing on a given market. If the quality is low a greater<br />

regulatory scope is required to provide the inhabitants with a higher quality of<br />

services. When extending the regulatory scope it should be remembered that<br />

too great a scope of regulations in that model may entail ineffective operations<br />

of carriers and allocating too many funds for organizational and management<br />

activities of public authorities.<br />

The entity organising the public transport service in a given area on behalf<br />

of the public authorities operates at the level of a transport authority appointed<br />

for the whole metropolitan area and composed of politicians. That entity is the<br />

executive body of the authority. The scope of its operations results from the objectives<br />

and tasks defined by the urban transport authority.<br />

An important feature is the unlimited access of carriers to execution of transport<br />

tasks. Owing to this, the supply of services is growing. The offer of each of<br />

the carriers may, to the necessary degree, be integrated by the urban transport<br />

authority executive body.<br />

The fact that the service is organized to a considerable degree by carriers<br />

opens up their initiative to compete for passengers. It may have a positive effect<br />

on the quality of the provided services.<br />

An important issue from the point of view of the quality of services are system<br />

tickets which are issued by the urban transport executive and which make it<br />

possible for passengers to travel within the coordinated area by any means of<br />

transport, whatever the operator, including the railway service. It is also the<br />

quantitative and qualitative controls of the provided services that has a positive<br />

effect on their quality.<br />
