They must allow for a safe and comfortable parking of a bicycle locked with a standard<br />

“U-type lock” in such a way that the lock encircles the rack, the frame and the<br />

front wheel of the parked bike.<br />

The racks should be placed first of all in the proximity of public buildings (schools,<br />

government offices, shopping centres) in places which are easily accessible, well lit<br />

and clearly seen.<br />

– attended bicycle parks where it is possible to positively identify the owner and<br />

his/her bike<br />

– bicycle rentals,<br />

– adapting public transport vehicles to carry bicycles,<br />

– limiting car traffic (strict speed control in city centres)<br />

12.6. Cycling innovation and public cycling traffic systems<br />

Holland is the country which can be proud of having the most developed cycling<br />

infrastructure in the world, often referred to as the “Cycling Paradise.”<br />

Over twenty thousand cycle paths and routes cover the Netherlands with<br />

a dense network. They are very well marked, quite frequently completely separated<br />

from motor traffic, with their own bridges, tunnels and bicycle ferries.<br />

There are more bicycles than people in Holland, yet 1.3 million new bicycles are<br />

still sold every year. The bicycle is the hand luggage of the Dutch and the main<br />

means of transport. Bicycle rentals can be found in practically every town, with<br />

many places (e.g. “De Hoge Veluwe” National Park) where bicycles are made<br />

available free of charge. It goes without saying that bicycles can be readily transported<br />

on trains. Cycling trips of a few days are a standard offer of travel offices.<br />

Obviously, Holland is special in that its terrain and climate are exceptionally favourable<br />

to cycling. Nevertheless, the Dutch example is being followed by all<br />

European countries, with thousands of cycle paths and other cycling amenities<br />

constructed every year.<br />

12.6.1. The Bike & Ride System<br />

TheB&RSystem is an excellent way of tying cycling with public collective<br />

transport, very effective at covering longer distances where the bicycle alone is<br />

not an entirely adequate mode of transport. It entails cycling to a transfer point<br />

from which the trip to a chosen destination is continued by public transport.<br />

The Bike & Ride system effectively expands the operational range of trains or<br />

the underground and makes cycling more appealing. It is exceptionally popular<br />

in the Netherlands, Germany and France. In 1995, in the North Rhine-<br />
