Green Paper on the Impact of<br />

Transport on the Environment<br />

– a Community strategy<br />

for sustainable mobility<br />

– The White Paper on the Future Development of the Common Transport Policy:<br />

A global approach to the construction of a Community framework for sustainable<br />

mobility 5 .<br />

The Green Paper presented a versatile assessment of environmental impact<br />

of transport and suggested a strategy to counteract those negative effects. The<br />

aim of that document was to initiate public debate. And the White Paper considered<br />

aiming at reaching the state of sustainable mobility to be the most important<br />

task of the Community transport policy. It was to guarantee optimum functionality<br />

of the common transport market by performing economic and social<br />

tasks of transport and providing users with opportunities to make free choices<br />

of transport mode while respecting safety and environmental protection requirements<br />

The White Paper on Fair Payment for Infrastructure Use: A phased approach to<br />

a common transport infrastructure charging framework in the EU was published in<br />

1998 7 . The document was preceded by the so called Green Paper of 1995, Towards<br />

Fair and Efficient Pricing in Transport. Policy options for internalising the external<br />

costs of transport in the European Union 8 . The last two Papers reflect the interest<br />

of the EU in external costs of transport and their internalization as a way to<br />

reach the state of sustainable development. The Green Paper emphasises the<br />

significance of using pricing as a tool to reduce external costs.<br />
