Similar situation can be identified in passenger transport. Figure 44 illustrates<br />

recent trends in passenger modal split in Europe. The statistics confirms<br />

the dominant role of road transport (figures show that cars accounts for 74% of<br />

intra-EU passenger kilometres, while air and bus/coach each account for 8%,<br />

and rail for 6%). This dominance has increased in the last decade despite the fact<br />

that air transport shows the most rapid growth.<br />

It is obvious that situation presented above should change, especially in<br />

freight transportation. However, despite the fact that the European Commission<br />

has been promoting alternative nodes of transport, the potential of rail, inland<br />

waterway, sea and intermodal freight transport has not been fully utilized. One<br />

of the idea to solve that problem is to differentiated charges and tolls which may<br />

influence mode choice and stimulate the use of intermodal chains. To analyze<br />

potential impact of differentiated charges the European Commission funded<br />

a project called Different – User Reaction and Efficient Differentiation of<br />

Charges and Tolls (no 019746) within 6th Framework Programme. The main objectives<br />

of the DIFFERENT project are:<br />
