tasks in accordance with the principles of sustainable mobility<br />

11.5. Transport plan as an instrument of managing<br />

sustainable mobility<br />

Attempt at categorizing EU countries based on their level of acceptance and execution<br />

of urban mobility plans was made in one of the quoted studies 10 . The following<br />

were pointed out as the countries where:<br />

– mobility management appears directly in documents of national importance<br />

– the United Kingdom, the Netherlands (e.g. full government support<br />

of mobility plan implementation for businesses) and Belgium;<br />

– indirect support of mobility management at the national policy level (e.g.<br />

Italy, Sweden, France, Germany and Austria);<br />

– there is practically no support for mobility management (e.g. Spain, Portugal<br />

and the Czech Republic). In these countries priorities connected with<br />

transport systems concentrate mainly on infrastructure development.<br />

Plan of sustainable urban transport is a fundamental instrument of managing<br />

sustainable mobility at the level of cities. The basic characteristics of the<br />

document are 11 :<br />

– coverage of entire city;<br />

– coverage of all types of transport within the city;<br />

– taking into account environmental, social and economic aspects;<br />

– promoting public transport, cycling and walking;<br />

– the target group consists of the entire city population.<br />

Implementation of the plan at the city level may be considered in terms of 12 :<br />

– means for ensuring long-term planning of city urban transport development<br />

– regular reporting and monitoring systems should be implemented<br />

to allow comparison with other cities;<br />

– framework set of instruments facilitating definition of measurable goals<br />

and quality criteria;<br />
