such. The use of the existing infrastructure can be enhanced by introducing<br />

more efficient and sustainable solutions and management. These include fleet<br />

management, railway and inland navigation infrastructure management, closer<br />

cooperation between business partners and infrastructure managers, full use of<br />

load capacity, avoiding empty runs, or combining various means of transport,<br />

observing European competition regulations.<br />

EU programme documents, research projects and analyses do not question<br />

the significance of transport to economy. The three modes of land transport –<br />

the road, the rail and the inland waterway – are of fundamental significance to<br />

the problem of employment, welfare and global exports of Europe. Technological<br />

progress in transport will have – apart from stimulating innovation and<br />

knowledge – a positive impact on European economy and social integration.<br />

But each mode of transport poses serious challenges to natural environment, societies<br />

and scientific research – in particular in view of the inevitable growth of<br />

demand for transport.<br />

Attaining the objectives specified in modern transport policy requires coordinated<br />

approach of all the stakeholders involved in research and transport. The<br />

new technological platforms for each type of transport make the process easier:<br />

– ERRAC – European Rail Research Advisory Council European – has been<br />

leading and guiding European and national plans of research on rail since<br />

December 2002;<br />

– ERTRAC – European Road Transport Research Advisory Council presented<br />

its action plan in January 2005;<br />

– WATERBORNE technological platform was launched in October 2004.<br />

Only integration of activities at all levels, from the Community level<br />

through national, regional and local levels, and including all the stakeholders<br />

and entities of transport market can bring about the expected effects in the form<br />

of reducing the environmental impact of transport and optimization of demand<br />

for transport services.<br />
