is, in particular, the response to the needs arising where transport interacts with<br />

its environment – to reduce congestion, improve safety, provide better environmental<br />

protection. Diffusion of innovations in transport depends on (and is reinforced<br />

by) the competition on transport markets, as well as growing regulatory<br />

requirements concerning safety and the environment, in addition to growing<br />

efficiency and development potential brought on by new information and<br />

telecommunication technologies 48 . Identification and ranking of innovations is<br />

also of interest to researchers – including the scope of projects financed within<br />

the Framework Programmes of the European Union, as well as foresight programmes<br />

49 , in which assessment of key technologies and innovation is made in<br />

a 20-30 years' perspective and the methods used mitigate the uncertainty of<br />

forecasting 50 .<br />

In 2000, the research programmes FANTASIE (“Assessment of new technologies<br />

and environmental issues”) and RECONNECT (“Reducing congestion by<br />

introducing new concepts of transport”) recognized the following technologies<br />

as sources of innovation in transport and logistics 51 :<br />

– alternative propulsion, such as fuel cells and hybrid engines;<br />

– solutions enhancing efficiency and mitigating impact of air transport development<br />

on the surroundings;<br />

– technologies increasing intermodality;<br />

– IT and telematic technologies improving transport safety and efficiency ,<br />

particularly in:<br />

• on-board information and navigation systems;<br />

• electronic toll collection and traffic control systems;<br />

• accident-risk mitigation through automation of driving;<br />

• fleet management systems leading to higher productivity 52 .<br />

Similar conclusions are also reached within the framework of foresight programmes<br />

carried out by various countries, which indicate that the following<br />

technologies – sources of innovation in transport and logistics – offer a promising<br />

outlook for the future 53 :<br />

– development in the field of propulsion;<br />

– telematics;<br />
