a system of rewards and penalties based on service quality control and customer<br />

satisfaction surveys is used 16 .<br />

A more typically German urban transport organization system is implemented<br />

on other territories of the former German Democratic Republic. In 1998<br />

the Upper Elbe Transport Union was established in Dresden. In order to execute<br />

provider tasks, the limited liability company under the name of the Public Transport<br />

Union was established. The main task of the Union is to integrate passenger<br />

transport in the city, in the conurbation and in the region. The Union has focused<br />

its activities on a coordinated and comprehensive information and ticket<br />

system providing easily available and user friendly tickets. An important goal of<br />

the Union is to use various means of transport to ensure appropriate flexibility<br />

of transport in the region 17 .<br />

10.5. Status and suggested directions of change<br />

in the urban transport organization in Poland<br />

The restructuring of urban transport systems was commenced in some municipalities<br />

in Poland along with the system reform. However, the traditional system<br />

based on the publicly owned carrier’s monopoly has been maintained in most<br />

cities.<br />

It was the Swedish model that was used to the largest extent when restructuring<br />

the urban transport organization systems. Currently, the model finds application<br />

in most big cities and in some smaller ones. However, it does not exist<br />

in its pure form. Most of all, publicly owned entities prevail among carriers employed<br />

by urban transport authorities, which makes it difficult to manage the<br />

system. Effective instruments of enforcing high quality services are lacking.<br />

Another modern urban transport organization system used in Poland is the<br />

French model. As is the case with the Swedish system, it does not occur in its<br />

pure form. Its application in our country consists in a tender procedure being<br />

organised by the public authorities to provide service for the whole network,<br />

where the procedure is prepared in a manner preferring the existing municipal<br />

carrier. It is only in single cases that privatisation of a urban transport enterprise<br />

was successful using the French model. While implementing this system, the so-<br />
