ago, on the 9 th of March,
2004 Federal Authority for
Transport Oversight was founded
by Presidential Decree # 314 “About the
system and structure of federal executive
bodies”. Rostransnadzor is a subdivision of
the Ministry of Transport of the Russian
Federation, it exercises its powers in the
following areas:

• Civil Aviation;
• Sea and inland waterway, rail and road
transport;
• The road sector;
• Transport security.
Since 2009 Rostransnadzor is empowered
to monitor and supervise compliance
with the legislation of the Russian Federation,
including the international treaties
of the Russian Federation on transport security
in civil aviation, the use of Russian
airspace, air navigation service of Russian
airspace users, aerospace search and rescue,
maritime (including seaports), inland
waterways (except for small vessels used
for commercial purposes) , rail, road and
urban land-electric vehicles (except traffic
safety), industrial vehicles and road infrastructure.
In addition, since 2011 Rostransnadzor
exercises this function also on
the subway.
Currently, over 600 thousand legal entities
and individual entrepreneurs operating
in the transport sector of the Russian
Federation are under the Rostransnadzor
oversight. During its activities the Authority
is guided by federal laws, decrees and
resolutions of the President and the Government
of the Russian Federation. At
the international level - the international
conventions, regulations, memoranda,
resolutions of the Assembly of the International
Civil Aviation Organization and
the International Maritime Organization
(ICAO and IMO).
Rostransnadzor state inspectors exercise
control and oversight functions, who
are endowed with the following powers:
• to issue to officials and individuals in
the established field of activity binding
orders to eliminate violations;
• to suspend the movement of vehicles;
• to go to court for a decision to
suspend officials, including heads of
enterprises;
• through a court to suspend activities
of an entity for a period up to three
months.
Chief State Inspector of Transport
of the Russian Federation is the Federal
Authority for Transport Oversight. Since
