7 ALTERNATIVES
This chapter considers possible alternatives for relevant components of the project including the
no project option.
7.1 ‘No Project’ Alternative
The “No Project” option takes the following into account.
- “Male-Hulhule” bridge will not be built under this project.
A comparative summary of the advantages and disadvantages of the proposed alternative is
given below.

Advantages
• The money earmarked for bridge
development could perhaps be diverted
to more immediate social needs in the
Male’ region such as waste management,
upgrading hospital or social housing.
• The project can avoid becoming a
potentially ‘white elephant’
infrastructure assuming that the planned
airport upgrade does not happen in time.
• Further traffic congestion in Male’ can
be avoided by preventing vehicles from
Hulhumale’ crowding Male’ streets.
• Traffic congestion in Hulhumale’ due to
vehicles coming for ‘leisure drives’ in
Hulhmale’ could be avoided.
• Adverse environmental impacts related
to bridge development can be avoided
• Public unease about constructing on the
Disadvantages
• Loss of opportunity to boost economic
activities in both Male’ and Hulhumale’
through a physical link.
• Loss of opportunity to provide a more
reliable and convenient mode of transport
for people living in Hulhumale’ and
between Male’ and airport.
• Reduced costs of transport for both
public and commercial sector
• Loss of new direct employment
opportunities related to the bridge project
and subsequent indirect employment
opportunities associated with the
mobility provided from the bridge.
• Loss of direct and indirect economic
benefits associated with the bridge
development project
• The government fails to deliver on a
campaign promise which was believed to
