EIA for the proposed Hulhule-Male’ Bridge Project 7 ALTERNATIVES This chapter considers possible alternatives for relevant components of the project including the no project option. 7.1 ‘No Project’ Alternative The “No Project” option takes the following into account. - “Male-Hulhule” bridge will not be built under this project. A comparative summary of the advantages and disadvantages of the proposed alternative is given below. Table 7.1: Comparative Summary of "No Project" alternative Advantages • The money earmarked for bridge development could perhaps be diverted to more immediate social needs in the Male’ region such as waste management, upgrading hospital or social housing. • The project can avoid becoming a potentially ‘white elephant’ infrastructure assuming that the planned airport upgrade does not happen in time. • Further traffic congestion in Male’ can be avoided by preventing vehicles from Hulhumale’ crowding Male’ streets. • Traffic congestion in Hulhumale’ due to vehicles coming for ‘leisure drives’ in Hulhmale’ could be avoided. • Adverse environmental impacts related to bridge development can be avoided • Public unease about constructing on the Disadvantages • Loss of opportunity to boost economic activities in both Male’ and Hulhumale’ through a physical link. • Loss of opportunity to provide a more reliable and convenient mode of transport for people living in Hulhumale’ and between Male’ and airport. • Reduced costs of transport for both public and commercial sector • Loss of new direct employment opportunities related to the bridge project and subsequent indirect employment opportunities associated with the mobility provided from the bridge. • Loss of direct and indirect economic benefits associated with the bridge development project • The government fails to deliver on a campaign promise which was believed to Prepared by: CDE Consulting & China Shipping Environment Technology Page|195
EIA for the proposed Hulhule-Male’ Bridge Project Advantages reef slopes of Male island can be avoided • Traffic diversion problems around the south-east area of Male’ island can be avoided during the construction phase Disadvantages be one of the reasons for the present Government got elected. • Public dissatisfaction among concerned stakeholders that currently use the work areas and proposed bridge areas (i.e. surfers concern relating to the bridge location, recreational facility loss due to the Male work site, etc.) can be avoided • Potential accidents associated with the bridge can be avoided. • Costs related to diverting cargo shipping traffic to another channel can be avoided and closure of Gaadhoo Koa for 2 years for all local traffic (during construction) can be avoided. • Avoid further national debt from the estimated $170 million loan for the project • Avoid further migration from outer atoll to Male’ due to increased housing In summary, the presence of a bridge will be a welcome boost to the economic activities and mobility between Male’ and Hulhumale’. Its economic and social benefits are expected to be extremely positive in the long run. However, the bridge may not be considered an immediate necessity at this stage of development in the Maldives, given the numerous more urgent investments required in the social and economic sector. Thus, on economic and social grounds, the no project option is viable in the short-term. However, given that the bridge is a presidential election campaign promise by the present Government and since bilateral negotiations with the Chinese Government is at an advanced stage, the ‘no project’ option is not viable on political grounds.
