Ahmed Naseem- Station Inspector Consultation with Traffic Police was conducted on 28 th June 2015 at CDE Consulting office. Traffic Police officials who attended the meeting were aware of some details of the project, however, have not attended any official meetings regarding the proposed bridge project. The main points discussed during the consultation include advantages, concerns and suggestions to address the main issues that may arise once the bridge is operational. One of the advantages for traffic police once the bridge is operational, is that they will be able to develop and establish better facilities in Hulhumale’. As a result, monitoring and managing traffic will become much easier for traffic police. One of the biggest concerns raised by the staff from traffic police is in relation to the proposed speed limit for traveling on the bridge. The Police highlighted that the proposed speed limit of 60km/hr is currently allowed only in Addu-link road, and that is where the majority of the traffic related fatal incidents in the Maldives have happened in the recent past. They also urged that the length of the bridge is too small for a highway and hence suggested to maintain the same speed limit as the rest of the areas in Male’. Another important issue raised in the meeting is that the point of entry to bridge from both Male’ and Hulhumale’ side would have huge traffic congestion. Increased demand for parking in Hulhumale’ is another issue that was raised. The traffic police suggested to add more parking space to Hulhumale’ to prevent the parking crisis of Male’ repeating at Hulhumale’. EIA for the proposed Hulhule-Male’ Bridge Project The Police also provided a number of suggestions to mitigate safety issues that will arise from the proposed bridge: • Pedestrian lane needs to be protected or fenced. Fence should be strong enough to withstand impact of vehicles and to prevent collision with pedestrians • Traffic cameras, both speed camera and detective camera, to be installed along the whole length of the bridge • Helmets and seat belts should be worn since the speed limit is above 30km/hr. However, it was also raised in the meeting that helmets often block the view and limit hearing in small and congested traffic areas making it more risky.
