section 4. The treasurer shall: read the current treasurer’s report at<br />

each meeting. All funds will be handled by the PtHA Business Office.<br />

aRTiClE iX. aMEnDMEnTs<br />

These Bylaws may be amended by a majority vote of the Youth<br />

Committee at any meeting of same with the stipulation that the<br />

amendments must be ratified by majority vote of the Board at their next<br />

regularly scheduled meeting. Further, the Membership of PtHAYO shall<br />

have the right to amend the Bylaws at any regular or special meeting<br />

so long as an intent to present said amendment has been published at<br />

least thirty (30) days prior to said meeting. Further, any Youth member<br />

may repeal any amendment adopted by the Youth Executive Board by a<br />

majority vote of members present at any regular or special meeting of the<br />

Youth <strong>Association</strong>.<br />

aRTiClE X. aPPRoVal<br />

Any actions taken by the PtHAYO must meet with the approval of a<br />

majority of the PtHA Youth Committee and the PtHA Board of Directors.<br />

X. noViCE youTH (ya) PRoGRaM<br />

X1. youth (ya) novice<br />

A. The purpose of the novice youth program is to aid in raising<br />

the competence and confidence level of the Youth who has<br />

little or no experience in the show ring or is new to riding/<br />

handling horses.<br />

B. Open to any PtHA Youth member. A Novice Youth is a<br />

Youth who has not earned a <strong>Pinto</strong> or any other equine<br />

registry showmanship, equitation or performance ROM or its<br />

equivalent, or 50 points, within a category.<br />

C. A Novice Youth is a Youth, who has not earned a <strong>Pinto</strong> or<br />

any equine registry Showmanship or Performance ROM or<br />

its equivalent, or earned a total of fifty (50) points within a<br />

category, as defined by PtHA Novice Youth rules.<br />

D. Novice Youth Categories<br />

1. All novice classes to follow PtHA class specifications.<br />

2. YA Novice Showmanship – English/Western<br />

3. YA Novice Walk/Trot – English/Western<br />

4. YA Novice English Pleasure/Ideal/Disciplined Rail – Hunt<br />

Seat/Saddle Seat<br />

5. YA Novice English Equitation – Hunt Seat/Saddle Seat<br />

6. YA Novice Western Pleasure/Ideal/Disciplined Rail<br />

7. YA Novice Western <strong>Horse</strong>manship<br />

8. YA Novice Trail – English/Western<br />

9. Other Novice classes as approved by PtHA<br />

y. oPEn CoMPETiTion aCTiViTiEs PRoGRaM – oCaP<br />

y1. Program overview<br />

A. PtHA recognizes that Open Division and Youth exhibitors<br />

competing in specialty events may not have the opportunity to<br />

earn national points and awards. OCAP offers recognition for<br />

the achievements of these <strong>Pinto</strong>s in activities outside of PtHA<br />

shows.<br />

B. Open and Youth exhibitors residing in areas where there<br />

are PtHA approved shows may also participate in the OCAP<br />

program.<br />

C. Points earned through this program will be recorded in the<br />

<strong>Pinto</strong>’s permanent show record and make it eligible for OCAP<br />

Youth awards.<br />
