i. Statement filed with the PtHA Show Management<br />

as early as possible and the time of receipt<br />

recorded by the Show Management or its appointed<br />

Representative;<br />

j. Time of receipt must be immediately recorded upon<br />

Show Office opening or 24 hours prior to the <strong>Pinto</strong><br />

being shown. In either event, a medication report must<br />

be filed with the Show Office before the <strong>Pinto</strong> enters<br />

the ring. Violation may be grounds for disciplinary<br />

action.<br />

11. If the chemical analysis of the sample taken from the <strong>Pinto</strong><br />

so treated indicated the presence of a prohibited drug or<br />

medication, this shall be prima facie evidence that such<br />

has been administered to the horse either internally or<br />

externally. However, if the provisions of the drug rule<br />

have been complied with, the medication contained in<br />

the medication report and any other relevant evidence<br />

shall be considered by the <strong>Association</strong> in determining<br />

whether disciplinary action shall be taken against any or all<br />

responsible person(s) charged.<br />

12. Failure to follow all the provisions of the drug rule shall be<br />

construed as violation of this rule and may be grounds for<br />

disciplinary action. Such violations must be reported by the<br />

show management to the PtHA.<br />

13. Penalties – Should the chemical analysis on a positive<br />

report be received from the laboratory identifying a<br />

prohibited substance, or any metabolite or derivative<br />

thereof, a hearing shall be provided by the PtHA Executive<br />

Committee or its appointed committee. Any responsible or<br />

involved parties and/or horses may be subject to any and<br />

all, but not limited to, the following penalties:<br />

a. Barred from competition;<br />

b. Forfeit awards, moneys, points or placings, thereby<br />

moving up horses placing behind the disqualified<br />

horse and possible redistribution of awards, moneys,<br />

points or placings;<br />

c. Requested to deliver the <strong>Pinto</strong>’s Registration<br />

Certificate to be held by the <strong>Association</strong> for a specified<br />

period of time. Although ownership of such <strong>Pinto</strong> may,<br />

thereafter, be transferred to another party, the transfer<br />

of ownership will not dissolve or shorten the terms of<br />

suspension;<br />

d. Penalties or fines;<br />

e. Suspension.<br />

14. Federal, State or Local laws prevail as applicable.<br />

C. Veterinarian<br />

1. Any licensed Veterinarian may officiate in the capacity of<br />

<strong>Horse</strong> Show Veterinarian.<br />

2. Health requirements should be outlined in the catalogs,<br />

premium books and on the entry blanks and enforced by<br />

the Show Management and Veterinarian at facilities where<br />

required.<br />

G17. surgical alteration<br />

A. Any surgical or inhumane procedure which could affect the<br />

performance of a <strong>Pinto</strong> or alter its natural conformation or<br />

appearance is prohibited, except for the sole purpose of<br />

protecting the animal.<br />

B. Upon discovery of administration of prohibited surgical<br />

procedures, Show Management shall disqualify the <strong>Pinto</strong> and<br />

report the matter to the <strong>Association</strong>.<br />

C. A judge may, at his/her discretion, penalize a <strong>Pinto</strong> for a<br />

seemingly “dead” tail that merely dangles between the legs<br />

and does not show normal response.<br />
