or entry fee, stall fees and/or office charges connected with<br />
the exhibition of <strong>Pinto</strong>s, such person, whether member or nonmember<br />
may be put on a “cash only” basis by the Executive<br />
Vice-President or such other person as authorized by the<br />
President or Executive Committee.<br />
C. Every member and every non-member who violates in any<br />
manner the Constitution, Bylaws, or <strong>Rule</strong>s and Regulations<br />
of the <strong>Association</strong>; whose practices in the breeding of <strong>Pinto</strong><br />
horses or in supplying information for the <strong>Association</strong>’s<br />
records; or whose conduct has endangered or may endanger<br />
in good order, welfare or credit of the <strong>Association</strong>; or who is<br />
convicted in a court of law for cruelty to animals and upon<br />
submission of certified evidence of such conviction from<br />
any court, may be censured, suspended or, in the case of a<br />
member, expelled from membership in the <strong>Association</strong> and<br />
denied all privileges of the <strong>Association</strong>, including, without<br />
limitation of the generality of the foregoing, the privilege of<br />
registrations or change in ownership of <strong>Pinto</strong> horses, ponies,<br />
miniatures on the records of the <strong>Association</strong> by the Executive<br />
Committee.<br />
D. Ownership of an issued Registration Certificate remains<br />
with the <strong>Association</strong>. Such Registration Certificate is issued<br />
in reliance upon the information provided on the written<br />
application submitted and attested by the owner at the time<br />
of foaling or registration; and upon the express condition that<br />
the <strong>Association</strong> has the privilege to correct and/or cancel<br />
the certificate for cause under its rules and regulations. No<br />
person shall refuse an <strong>Association</strong> request for the return of a<br />
Registration Certificate, either before, after or pending hearing<br />
to determine registration participation privilege in <strong>Association</strong>approved<br />
events. The <strong>Association</strong> may retain possession of a<br />
certificate pending resolution of the matter for which the return<br />
of the certificate was requested.<br />
B9. Fraudulent Practices<br />
A. No person shall represent any animal owned or managed by<br />
him/her to be registered with the PtHA when it is not.<br />
B. No person, firm or corporation shall issue, sell, exchange, give<br />
away or receive, or offer to any thereof, any false or fraudulent<br />
certificate representing same to be a genuine official certificate<br />
issued by the <strong>Association</strong>.<br />
C. No person shall advertise, or enter in any <strong>Pinto</strong> horse event<br />
or competition any <strong>Pinto</strong> registered with the <strong>Association</strong> by a<br />
name other than that by which it is registered.<br />
D. No change in or alteration of a Registration Certificate or listing<br />
or identification required by the <strong>Association</strong> shall be made<br />
except by the <strong>Association</strong> or its official representative upon<br />
proper showing of the necessity for such change or alteration<br />
by reason of change in color or markings, mistake or the<br />
like; nor shall any person display or advertise or have in his/<br />
her possession any such certificate that has been changed<br />
or altered otherwise, other than by the <strong>Association</strong> or on its<br />
authority.<br />
E. No person shall alter in any way, change or attempt to hide<br />
or alter the natural markings of a horse, pony or miniature, by<br />
surgery, dye or in any other manner.<br />
F. No person shall represent as a registered <strong>Pinto</strong> any horse,<br />
pony, miniature other than the horse, pony, miniature, for which<br />
said certificate was issued.<br />
B10. Disciplinary Procedures<br />
A. Any member may be disciplined, suspended, fined or expelled<br />
from the <strong>Association</strong>, and any member or non-member may<br />
be denied any and all privileges of the <strong>Association</strong>, or any<br />
Registration Certificate may be canceled whenever it shall have<br />
