In the USA, the first burden of proof lies with the owner of the equipment who accordingly has an interest in equipment safety. For this reason, it makes sense for details of safety engineering to be coordinated with the safety officer of the company running the machine. In view of the almost unpredictable amounts reached by damage claims in the USA, qualified safety engineering and good documentation are gaining in significance. Characteristic requirements imposed on mechanical presses are defined in §1910.217, and those imposed on forging machines in §1910.218. Compliance Safety and Health Officers from the Department of Labor should be given access to monitor compliance with safety requirements. Much of this responsibility lies with the equipment user.
