ApproachSustainable <strong>de</strong>velopment represents great ch<strong>al</strong>lenges to the way in which<strong>de</strong>velopment is tradition<strong>al</strong>ly consi<strong>de</strong>red. In Cat<strong>al</strong>onia, work on sustainable<strong>de</strong>velopment has been carried out for some time now in the Agenda 21programmes (over 80% of Cat<strong>al</strong>onia’s population lives in towns in which loc<strong>al</strong>Agenda 21 programmes are un<strong>de</strong>rway). We have a prevailing strategic notionof the Agenda 21 programmes on the lines established by the JohannesburgPlan of Implementation, by which work must start immediately to formulatenation<strong>al</strong> SD strategies and implementation must begin from the year 2005onwards. Recently, the extremely important role that fe<strong>de</strong>rated, autonomous orregion<strong>al</strong> governments play in promoting SD has <strong>al</strong>so been acknowledged. TheGauteng Declaration, in whose promotion Cat<strong>al</strong>onia played a leading role,expresses the commitment of these governments to promoting appropriate SDstrategies as an integrating and co-ordinating framework for other public policies.Cat<strong>al</strong>onia’s Agenda 21 began with the resolution of Parliament of 27 October1997, which urged the Government of Cat<strong>al</strong>onia to encourage work to drawup, on a participatory basis, the Agenda 21 of Cat<strong>al</strong>onia. This was initi<strong>al</strong>ly<strong>de</strong>signed as a framework of basic orientation for the construction of the futureof the citizenry and the territory. However, it has <strong>de</strong>veloped towards a Cat<strong>al</strong>anStrategy for Sustainable Development (the EcatDS), which requires a broa<strong>de</strong>rframework of <strong>de</strong>sign and <strong>per</strong>formance that observes the country’s situation onan integrated, transvers<strong>al</strong> and cross-disciplinary basis, with the active participationof <strong>al</strong>l the country’s population and soci<strong>al</strong> and economics agents. It is, moreover,set within the context of strategic reorientation of public structures and<strong>per</strong>formance. The ultimate objective proposed by the EcatDS is for the countryto have a framework of orientation, renewed and with a glob<strong>al</strong> <strong>per</strong>spective, inor<strong>de</strong>r to assume the new ch<strong>al</strong>lenges <strong>al</strong>ong SD lines.Despite these worthy advances, there is still room for <strong>per</strong>fection in the Cat<strong>al</strong>anstrategies for sustainable <strong>de</strong>velopment. The new government<strong>al</strong> terms establishedby the recent loc<strong>al</strong> elections and by the forthcoming nation<strong>al</strong> elections willundoubtedly provi<strong>de</strong> an opportunity for fresh impetus. This study is inten<strong>de</strong>dto broadcast some of the lessons learnt from internation<strong>al</strong> ex<strong>per</strong>ience that areespeci<strong>al</strong>ly relevant in or<strong>de</strong>r to <strong>de</strong>epen Cat<strong>al</strong>onia’s strategies for sustainable<strong>de</strong>velopment.
