3.5. All the <strong>de</strong>partments and bodies concerned and <strong>al</strong>l the key agents in civil societyand the business world need to feel they have a stake in the strategy. In<strong>de</strong>mocratic societies, the sometimes large-sc<strong>al</strong>e changes required by sustainable<strong>de</strong>velopment will not come about solely because someone says that there mustbe change. Agents need to be involved in making their strategy, through theircommitment and active participation in <strong>al</strong>l phases of the process.First, <strong>al</strong>l public <strong>de</strong>partments and bodies that can make significant contributionsmust get involved. The strategy for sustainable <strong>de</strong>velopment must come fromthe whole government and that means attaining a politic<strong>al</strong> coherence whichcannot simply be taken for granted. Many strategies have failed due to a lackof un<strong>de</strong>rstanding, lea<strong>de</strong>rship and commitment of the government as a whole.It is therefore cruci<strong>al</strong> that strategies should be projected on the basis of (andintegrating) existing strategies so that they may be co-ordinated and enhancedin line with sustainable <strong>de</strong>velopment. As each strategy tends to <strong>de</strong>pend on adifferent <strong>de</strong>partment, the first step is to gather <strong>de</strong>partments together to test the<strong>de</strong>gree of suitability of the sustainable <strong>de</strong>velopment strategy, to find out theiraspirations, to attempt to establish them within a framework with a sharedpurpose, geared to a single outlook and common go<strong>al</strong>s and objectives. Thenext step is to specify the most suitable co-ordination methods so that commitmentis maintained throughout the whole strategy process.The Canadian government’s “A Gui<strong>de</strong> to Green Government” is <strong>de</strong>signed toassist <strong>al</strong>l fe<strong>de</strong>r<strong>al</strong> <strong>de</strong>partments in preparing sustainable <strong>de</strong>velopment strategies.It comprises three parts:I. The Sustainable Development Ch<strong>al</strong>lenge translates the concept of sustainable<strong>de</strong>velopment into terms that are meaningful to Canadians, un<strong>de</strong>rscoring itsimportant soci<strong>al</strong>, economic and environment<strong>al</strong> dimensions. A series ofsustainable <strong>de</strong>velopment objectives are presented (for example, using renewableresources sustainably, preventing pollution, fostering improved productivitythrough environment<strong>al</strong> efficiency) that represent a starting point for thepreparation of <strong>de</strong>partment<strong>al</strong> strategies.II. Planning and Decision-making for Sustainable Development sets out thepolicy, o<strong>per</strong>ation<strong>al</strong> and management tools that will facilitate the shift tosustainable <strong>de</strong>velopment.
