4. Analytical bases: Information and Knowledgefor the Strategy4.1. Good strategies (1) are based on existing information and knowledgerelevant to the challenges of sustainable development (2) identify existinglagoons and (3) attempt to fill them by organising the corresponding research.If the challenges of sustainable development are not fully explored, nostrategy will be much more than a set of advice that is quite removed fromlocal realities. On the assumption that current information and knowledgeis not exclusively in the hands of the experts, it is acknowledged thatdifferent types of analysis are equally necessary:Stakeholder analysis: Objective identification of stakeholders in thetransition to sustainable development, their interests, powers andrelations. This helps in constructing committees, working groups andconsultation processes. As a continuous process, it should bring inthose that matter but might otherwise not have come forward.Sustainability analysis: Assessing human and environmental conditions,major strengths and weaknesses, key relationships between humanand ecosystem elements and between the country (or locality) and thelarger system, how close the society is to sustainability, and the directionof change. This is crucial for deciding what the NSSD should addressand the actions it should propose as well as for monitoring itsimplementation.Strategy process/mechanism analysis: Identifying and assessingthe potential component systems and processes that could be usedin an NSSD, by analysing their effectiveness, reliability, equitability andperformance (outcomes) to date. This can apply to information,participation, investment and other component processes. It is neededto improve the quality of NSSD performance.141
