Prece<strong>de</strong>nt and the existing hierarchy of loc<strong>al</strong> v<strong>al</strong>ues offer an expedient basis for<strong>de</strong>cision-making, but they may not reflect what should be mo<strong>de</strong>rnizing aspirationsof contemporary society. However, there <strong>al</strong>so needs to be clarity, transparency andwi<strong>de</strong>spread participation in any process by which “new” v<strong>al</strong>ues are introduced into<strong>de</strong>cision-making frameworks. It is, therefore, instructive and necessary for futureorientedNSSDs to consi<strong>de</strong>r the univers<strong>al</strong> normative framework which is emerginginternation<strong>al</strong>ly – particularly so because its emergence is, in large part, a responseto issues of environment, <strong>de</strong>velopment and equity.An important Key“Integrating environment and <strong>de</strong>velopment in <strong>de</strong>cision-making” is particularlysignificant for NSSDs. It is a key principle of the UN Commission for SustainableDevelopment, and progress is regularly addressed in CSD sessions in twobroad areas: <strong>de</strong>velopment of integrated NSDSs (the lack of progress in whichhas regularly been cited as a major problem); and v<strong>al</strong>uation, natur<strong>al</strong> resourceaccounting and other forms of integrated economic/environment<strong>al</strong> accounting.The Internation<strong>al</strong> Development Go<strong>al</strong>s – an integrated set of economic,soci<strong>al</strong> and environment<strong>al</strong> go<strong>al</strong>s for sustainable <strong>de</strong>velopment, selected by theOECD Development Assistant Committee (DAC).The Millennium Development Go<strong>al</strong>s – set out in the Millennium Declaration,signed by 187 world lea<strong>de</strong>rs at the UN Gener<strong>al</strong> Assembly on 8 September2000. Among these is the go<strong>al</strong> “to integrate the principles of sustainable<strong>de</strong>velopment into country policies and programmes and reverse the loss ofenvironment<strong>al</strong> resources”, for which NSSDs are an acknowledged mechanism.Other sustainable <strong>de</strong>velopment principles are becoming established ininternation<strong>al</strong> law, princip<strong>al</strong>ly through the framework of Multilater<strong>al</strong> Environment<strong>al</strong>Agreements. These inclu<strong>de</strong> (see <strong>al</strong>so Chapter 5):The precautionary principle – if there are threats of serious or irreversibleenvironment<strong>al</strong> damage, lack of full scientific certainty should not be usedas a reason for postponing measures to prevent environment<strong>al</strong> <strong>de</strong>gradation.167
