By proposing and assessing benchmarks of <strong>per</strong>formance in the above areas,the Access Initiative aims to promote their establishment as good practicesand common standards for <strong>al</strong>l countries.The Access Initiative will build on the momentum created by Europe’s AarhusConvention, and will provi<strong>de</strong> support to civil society organizations in otherregions seeking to promote similar norms of environment<strong>al</strong> governance. It ispursuing a two-track approach involving par<strong>al</strong>lel strategies:A short-term strategy targeting the World Summit on SustainableDevelopment in August 2002 as an opportunity to assess progress towardsimplementation of Principle 10 of the Rio Declaration.A long-term strategy <strong>de</strong>signed to <strong>de</strong>velop an inclusive, <strong>de</strong>centr<strong>al</strong>ized andsustainable institution<strong>al</strong> framework to accelerate the implementation ofPrinciple 10 in the years following the Summit.In implementing its short-term strategy, the Access Initiative works at threelevels:At the nation<strong>al</strong> level in nine pilot countries (Chile, Hungary, India, Indonesia,Mexico, South Africa, Thailand, Uganda, USA), the Initiative will support loc<strong>al</strong>groups to conduct assessments and monitor the extent to which structuresand practice of government agencies are consistent with commitments toaccess to information, participation and justice in environment<strong>al</strong> <strong>de</strong>cisionmaking.At the region<strong>al</strong> level, the Initiative will promote the adoption of best practicesand implementation of region<strong>al</strong> instruments and/or commitments to accessto information, participation and justice in environment<strong>al</strong> <strong>de</strong>cision making.Examples of such commitments inclu<strong>de</strong> the Aarhus Convention and theOrganization of American States’ Inter-American Strategy to PromoteParticipation in Sustainable Development.At the glob<strong>al</strong> level, the Initiative will support a co<strong>al</strong>ition of organizations tocollaborate on the <strong>de</strong>velopment of indicators of implementation, and provi<strong>de</strong>a platform for institution<strong>al</strong>ization of the Initiative in the long term.
