8. Monitoring and Ev<strong>al</strong>uating the StrategyWhat are the elements of a monitoring and ev<strong>al</strong>uation system? How do weknow that a strategy for sustainable <strong>de</strong>velopment has been successful, or is onthe right path? Not only do strategies have multiple objectives, but <strong>al</strong>so strategyactivities will change over time and so will soci<strong>al</strong>, economic and environment<strong>al</strong>conditions. This presents a consi<strong>de</strong>rable ch<strong>al</strong>lenge for monitoring and ev<strong>al</strong>uation,but one that must be met, since the whole point of a strategic approach is tolearn and adapt.To do this requires:Measuring and an<strong>al</strong>ysing sustainability necessary to <strong>de</strong>termine the state ofthe society, the economy and the environment, the main strengths andweaknesses, the issues for the strategy to address, and un<strong>de</strong>rlying factors.The most productive way to approach this is to un<strong>de</strong>rtake an indicator-basedsustainability assessment, supplemented by spati<strong>al</strong> an<strong>al</strong>ysis and possiblyother contributing measurements and an<strong>al</strong>yses.The indicators chosen for the assessment need continued monitoring toi<strong>de</strong>ntify trends, <strong>de</strong>tect (and, if possible, anticipate) change and track progress.Regular monitoring is nee<strong>de</strong>d of the following factors to assure that strategyactivities are proceeding well:- inputs in terms of financi<strong>al</strong>, physic<strong>al</strong> and human resources applied to thestrategy and its related activities;- process qu<strong>al</strong>ity in terms of how strategy principles are satisfied (eg peoplecentred,participation, integration, commitment generation);- outputs in terms of the generation of strategy products (goods, services andcapacities) by agencies involved in the strategy;- outcomes in terms of access to, use of, and satisfaction with strategyproducts (which are not necessarily un<strong>de</strong>r the control of agencies involvedin the strategy); 179
