Early in 2001, the Dutch Cabinet established an inter<strong>de</strong>partment<strong>al</strong> body,gui<strong>de</strong>d by a ministeri<strong>al</strong> group led by the Prime Minister, to <strong>de</strong>velop a Nation<strong>al</strong>Strategy for Sustainable Development. This group <strong>de</strong>ci<strong>de</strong>d that the governmentwould first publish an overview of sustainable <strong>de</strong>velopment policies on fivesubjects (population, climate, water, biodiversity and <strong>de</strong>veloping an economybased on know-how), indicating which dilemmas would influence further policy<strong>de</strong>bate over the next <strong>de</strong>ca<strong>de</strong>. Furthermore, <strong>al</strong>l policy areas should be embed<strong>de</strong>dwithin the notion of sustainable <strong>de</strong>velopment, and ex<strong>per</strong>iments will be startedto apply the integration of economic, socio-cultur<strong>al</strong> and environment<strong>al</strong> aspectsof major government investments. Each ministry has been requested to givean overview of its contribution to sustainable <strong>de</strong>velopment in its annu<strong>al</strong> budgetto be discussed in Parliament. Selected indicators will be used to show whetherThe Netherlands is moving towards sustainable <strong>de</strong>velopment, with targetsset for the next 5–10 years. The Cabinet <strong>de</strong>ci<strong>de</strong>d to start the process ofreviewing the strategy in public, while making an inventory of the many initiativesof municip<strong>al</strong>ities, provinces, business and citizens which was to be submittedto Parliament in spring 2002.
