The strategy process may typic<strong>al</strong>ly startoff by being ham<strong>per</strong>ed by ina<strong>de</strong>quate <strong>de</strong>cision-making structures and v<strong>al</strong>ue systemsand by the exclusion of margin<strong>al</strong>ized groups from <strong>de</strong>cision-making. But the strategyitself should be seen as a princip<strong>al</strong> means to <strong>de</strong>velop governance processes thatbring sustainability and relevant soci<strong>al</strong> groups into the mainstream of <strong>de</strong>cision-making.At the nation<strong>al</strong> level, this implies recognition that the strategy will ex<strong>per</strong>iment withnew approaches to <strong>de</strong>cision-making.V<strong>al</strong>ues invariably condition strategy <strong>de</strong>cisions, whether expressed overtly (eg inconstitution<strong>al</strong> rights, principles or co<strong>de</strong>s of practice) or implicitly in the <strong>de</strong>cision.Those v<strong>al</strong>ues that predominate not only <strong>de</strong>termine the outcome of <strong>de</strong>cision processes,but <strong>al</strong>so the acceptability of the <strong>de</strong>cisions to various stakehol<strong>de</strong>rs, and thus thelikelihood of their implementation. Arriving at a workable consensus on a v<strong>al</strong>ue systemto un<strong>de</strong>rpin sustainable <strong>de</strong>velopment is one of the most ch<strong>al</strong>lenging areas of NSDSsand one where consi<strong>de</strong>rable further attention is required. Consequently, a strategyprocess needs to i<strong>de</strong>ntify and articulate, where necessary, the normative frameworkfor <strong>de</strong>cision-making.It should begin with the existing nation<strong>al</strong>/loc<strong>al</strong> v<strong>al</strong>ue basis on which <strong>de</strong>cisions maybe ma<strong>de</strong>. This will inclu<strong>de</strong> form<strong>al</strong> and inform<strong>al</strong> v<strong>al</strong>ues expressed through, for example:constitution<strong>al</strong> guarantees;pro<strong>per</strong>ty rights;<strong>de</strong>mocratic rights;major provisions of economic, environment<strong>al</strong> and soci<strong>al</strong> legislation;existing sustainable <strong>de</strong>velopment programmes (if actu<strong>al</strong>ly implemented);related politic<strong>al</strong> v<strong>al</strong>ues, especi<strong>al</strong>ly those held in common by major parties;loc<strong>al</strong> knowledge frameworks embodying uncertainty, ex<strong>per</strong>ience and v<strong>al</strong>ues;tradition<strong>al</strong> cultur<strong>al</strong> systems;religious beliefs.166
