aise awareness among government, civil society and private businessactors regarding existing commitments to principles of openness inenvironment<strong>al</strong> <strong>de</strong>cision-making, and forge consensus on what these principlesmean in practice;strengthen the capacity of public interest groups both to assert access toinformation, participation and justice in environment<strong>al</strong> <strong>de</strong>cision-making, andto i<strong>de</strong>ntify and monitor gaps between stated commitments and actu<strong>al</strong><strong>per</strong>formance on the part of public authorities.Source: The Access Initiative Summary, www.accessinitiative.orgTherefore, a key step in the strategy process is for the secretariat to establisha communication and information strategy (IEC strategy) and system to ensureregular, two-way flows of information concerning both the strategy process itselfand sustainable <strong>de</strong>velopment, and effective di<strong>al</strong>ogue between stakehol<strong>de</strong>rs.This, in turn, will help build the necessary nation<strong>al</strong> consensus, create transparencyand facilitate public participation in the preparation and implementation of theNSSD.An IEC strategy acts as the princip<strong>al</strong> policy and intellectu<strong>al</strong> framework for planningeducation and communications activities. It should envisage the establishmentof a gener<strong>al</strong> and enduring mechanism for consulting civil society concerning <strong>al</strong>limportant <strong>de</strong>cisions and initiatives towards sustainable <strong>de</strong>velopment, in or<strong>de</strong>rto <strong>al</strong>low wi<strong>de</strong>r public participation, to build consensus and to ensure ownershipand support. It should inclu<strong>de</strong> the steps that are nee<strong>de</strong>d to promote and <strong>de</strong>velopcontinuing education in sustainable <strong>de</strong>velopment.160At an o<strong>per</strong>ation<strong>al</strong> level, the IEC strategy requires translation into an action planthat i<strong>de</strong>ntifies key participants/audiences, the kinds of behaviour<strong>al</strong> changerequired, appropriate messages and means of communicating them,responsibilities and resources, and the most difficult aspect of them <strong>al</strong>l – indicatorsfor monitoring behaviour<strong>al</strong> change. It will need to inclu<strong>de</strong> activities with short-,medium- and long-term timeframes. Activities to promote cultur<strong>al</strong>, attitudin<strong>al</strong>and behaviour<strong>al</strong> change will most likely be of a long-term nature (3+ years) andwill require sufficient resources to see them through. The action plan should beregularly revised throughout the strategy process.
