TargetsTargets for each objective <strong>de</strong>scribe specific and measurable activities, accomplishmentsor thresholds to be achieved by a given date. These form the core of any action plan,and serve to focus resources and gui<strong>de</strong> the selection of options for action. Becausetargets imply concrete actions and behaviour changes by specific stakehol<strong>de</strong>rs, theyshould be the product of negotiation. For example, The Netherlands Environment<strong>al</strong>Policy Programme and the Egyptian NEAP both negotiate loc<strong>al</strong> targets with loc<strong>al</strong>authorities and other stakehol<strong>de</strong>rs.TriggersTriggers are commitments to take a specified action at a future date. Where agreementcannot currently be reached on a particular target due to lack of information, orwhere a target may not yet be re<strong>al</strong>istic given the exten<strong>de</strong>d timeframe of a strategy,it may instead be ‘triggered’ when specific conditions <strong>de</strong>velop. This could inclu<strong>de</strong>reaching a specified threshold for population growth or environment<strong>al</strong> damage, orwhen resources become available, or a given target is achieved. In addition, if astrategy has established first- and second-priority objectives, targets can be set forthe first priorities and triggers for the second priorities.Example:Target 1.1: By 2015, reduce the generation of household solid waste by 50<strong>per</strong> cent from 2000 levels.Trigger 1.1: If household solid waste is not reduced by 25 <strong>per</strong> cent of 2000levels by 2010, volume-based waste collection charges will be instituted.In short, both targets and triggers need to relate specific<strong>al</strong>ly to the strategy objectives.Action plan164An action plan is a framework of actions for achieving strategy objectives and targets.It states clearly how each action contributes to one or more given strategy objectives,and may suggest a relative priority rating (eg high, medium or low; or essenti<strong>al</strong>,important, <strong>de</strong>sirable). The following types of action and their sequencing may beoutlined in broad <strong>de</strong>tail:
