Participation – a loa<strong>de</strong>d termParticipation is clearly a “good i<strong>de</strong>a” that nobody from any position will wantto say they are against. But they could often be t<strong>al</strong>king about very differentthings. To some it will be a go<strong>al</strong> or aspiration, to others a <strong>de</strong>mand, and toothers a <strong>de</strong>scription of the way things are. There are too many simplisticexhortations to “get everyone participating and <strong>de</strong>mocratize the process”.Agenda 21 c<strong>al</strong>led for the “maximum possible participation”. But if we consi<strong>de</strong>rwhy participation is nee<strong>de</strong>d it is clear that it is not going to be an easy business.Participation is nee<strong>de</strong>d because current inequities, bad land management,stakehol<strong>de</strong>r st<strong>al</strong>emate or other problems <strong>per</strong>sist, due to misun<strong>de</strong>rstandingsor lack of knowledge among stakehol<strong>de</strong>rs of each other’s <strong>per</strong>spectives, powersand tactics, and the potenti<strong>al</strong> for change in these. Participation processes arefundament<strong>al</strong> to NSSDs – to un<strong>de</strong>rstand multiple <strong>per</strong>spectives, negotiate andcut “<strong>de</strong><strong>al</strong>s” between the needs of wi<strong>de</strong>r society and loc<strong>al</strong> actors, formpartnerships and to maintain NSSDs as “<strong>al</strong>ive processes”, not “<strong>de</strong>ad pa<strong>per</strong>s”.Thus everyone agrees that participation is both a right and a practic<strong>al</strong> necessity.But its form, mechanisms and functions need to be carefully shaped.Participatory mechanisms such as a nation<strong>al</strong> sustainable <strong>de</strong>velopment forum,steering group, working groups and loc<strong>al</strong>-level learning groups need to beexplicitly <strong>de</strong>signed to tackle particular problems.Source: Adapted from Mayers et <strong>al</strong> (2001) 11Levels of participation in policy processes1.
