The various organizations and interest groups that need to be engaged in astrategy process each have their own interests that they will seek to promoteand <strong>de</strong>fend. They can become involved in the process in different ways andcontribute at different levels: for example, to i<strong>de</strong>ntify and find solutions toproblems, to build a vision and go<strong>al</strong>s for the future, and to <strong>de</strong>bate policyoptions and possible actions. Involvement in a strategy process may be seenas a right, but it <strong>al</strong>so carries with it certain responsibilities, and it is thereforeimportant to establish and agree roles as early in the process as is agreed tobe appropriate. Some roles might be obvious or reasonably evi<strong>de</strong>nt, asdiscussed in the next section, others might be assessed by answering suchquestions as:Who has the right to do what, and how?Who has the required skills, resources and capacity to <strong>de</strong>liver the agreedoutcomes?Who does what, and when?Who is committed and willing?Who pays for particular actions or services?What is the best <strong>al</strong>ternative to a negotiated agreement on aspects of policyor particular actions, especi<strong>al</strong>ly for the most powerful stakehol<strong>de</strong>rs?What are the means and capacities of the different stakehol<strong>de</strong>rs?What is the procedure in case agreements cannot be reached or, oncereached, are breached? 61406 OECD-UNDP (2002), Strategies for Sustainable Development.
