The approaches discussed include:promoting integration through the use of tools such as full-cost accounting,environmental assessment and ecosystem management; developing strategiesby working with individuals, the private sector, other governments and Aboriginalpeople; using a mix of policy tools such as voluntary approaches, informationand awareness tools, economic instruments, direct government expenditureand command and control.III. Preparing a departmental Sustainable Development Strategy presents themain elements that departments could consider as the basis of their strategies.It is recommended that “strategies should all be results-oriented, showing inclear, concrete terms what departments will accomplish on the environmentand sustainable development; comprehensive, covering all of a department’sactivities; and prepared in consultation with clients and stakeholders”. Sixsteps are suggested for the preparation of strategies:1. Preparation of a departmental profile, identifying what the department doesand how it does it.2. Issues scan: assessment of the department’s activities in terms of theirimpact on sustainable development.3. Consultations on the perspective of clients, partners and other stakeholderson departmental priorities for sustainable development and how to achievethem. It is suggested that a brief report ‘on the nature of the consultations andhow views contributed to the final product would be useful for partners andstakeholders, and contribute to openness and transparency in the preparationof strategies’.4. Identification of the department’s goals and objectives and targets forsustainable development, including the benchmarks it will use for measuringperformance.5. Development of an action plan that will translate the department’s sustainabledevelopment targets into measurable results, including specifying policy,programme, legislative, regulatory and operational changes.138
