compromise, to reach agreement where possible and to i<strong>de</strong>ntify remaining contentiousissues to be resolved later.Consensus processes are <strong>al</strong>so a good means for building un<strong>de</strong>rstanding, trust andan emerging v<strong>al</strong>ue set for sustainability, and for <strong>de</strong>veloping commitment toimplementation of the strategy. The re<strong>al</strong> differences between stakehol<strong>de</strong>r consultationand consensus building need to be well un<strong>de</strong>rstood from the outset. The former cannever be a surrogate for the latter. But consensus is not necessary at <strong>al</strong>l stages ofa strategy process. In<strong>de</strong>ed, given the v<strong>al</strong>ue-la<strong>de</strong>n and uncertain nature of many ofthe issues and the enormous interests at stake, strong and <strong>per</strong>sistent disagreementsare likely. Fundament<strong>al</strong> differences of v<strong>al</strong>ue are probably immune to consensus. Butconsensus is achieved very gradu<strong>al</strong>ly, through joint enquiry and action focused on(shared) problems. An exploration and un<strong>de</strong>rstanding of the diversity of concernsand opinions is very important, and wi<strong>de</strong> participation in the strategy process provi<strong>de</strong>sa continuing vehicle for this.Given the important tra<strong>de</strong>-offs that stakehol<strong>de</strong>rs are obliged to make to achieve astrongly supported strategy, negotiations are <strong>al</strong>most unavoidable in <strong>de</strong>cision making.The aim of negotiations is to tackle the tra<strong>de</strong>-offs inherent in sustainable <strong>de</strong>velopment,to reach compromise in policy-making or setting responsibilities and plan objectives.It is important at the over<strong>al</strong>l strategy level, but especi<strong>al</strong>ly in setting <strong>de</strong>centr<strong>al</strong>izedtargets. Agreed objectives and targets have a better chance of being implementedthan those that are imposed.In any case, negotiated outcomes do not replace government <strong>de</strong>cision-making. Infact, they <strong>de</strong>pend on the state actively fulfilling its role as planner and enabler, andoften financier and implementing body of <strong>de</strong>velopment <strong>de</strong>cisions. If a negotiationresults in full agreement among parties, the state (as one concerned party) need onlyendorse it.169
