The participatory aspects ofa strategy require a society that is ethic<strong>al</strong>ly motivated, educated and soci<strong>al</strong>lyaware. However, in many areas, the public may not un<strong>de</strong>rstand, or simplymay not be interested, in the issues of “sustainable <strong>de</strong>velopment” as currentlydiscussed in many nation<strong>al</strong>-level fora. Clearly, a two-way process of educationand consultation is nee<strong>de</strong>d so that the sustainable <strong>de</strong>velopment concept isun<strong>de</strong>rstood in loc<strong>al</strong> terms.(f) Phasing and coordination.5.2. Communication, information and education. A strategy for sustainable <strong>de</strong>velopmentinvolves a long-term process of change. Capacity to manage this process isrequired at the individu<strong>al</strong>, institution<strong>al</strong> and systemic levels. To be effective, astrategy needs to be participatory and interactive. Representatives of government,civil society and the private sector should be enabled to get to know each other,discuss ch<strong>al</strong>lenges and <strong>per</strong>spectives, i<strong>de</strong>ntify problems and needs, agree newobjectives and roles, make transitions towards these ends, be kept up-to-dateon progress and problems, and correct course when nee<strong>de</strong>d. These tasks<strong>de</strong>pend critic<strong>al</strong>ly on awareness, trust, coordination and mechanisms for di<strong>al</strong>ogue.Conversely, misun<strong>de</strong>rstanding and unre<strong>al</strong>istic expectations make a coordinatedapproach to sustainable <strong>de</strong>velopment very difficult. In a world where <strong>al</strong>l initiativeshave to compete for attention, the strategy needs to be presented as an attractiveinitiative with clear opportunities and clear limits, to excite relevant stakehol<strong>de</strong>rinput and to ensure public support for its implementation. Effective communicationis the princip<strong>al</strong> vehicle for the above tasks.Access to information and communication is a precondition for sustainable<strong>de</strong>velopment, and can help stakehol<strong>de</strong>rs to break out of their isolation, exchangei<strong>de</strong>as and learn from the ex<strong>per</strong>ience of the others.157
