The participatory aspects ofa strategy require a society that is ethically motivated, educated and sociallyaware. However, in many areas, the public may not understand, or simplymay not be interested, in the issues of “sustainable development” as currentlydiscussed in many national-level fora. Clearly, a two-way process of educationand consultation is needed so that the sustainable development concept isunderstood in local terms.(f) Phasing and coordination.5.2. Communication, information and education. A strategy for sustainable developmentinvolves a long-term process of change. Capacity to manage this process isrequired at the individual, institutional and systemic levels. To be effective, astrategy needs to be participatory and interactive. Representatives of government,civil society and the private sector should be enabled to get to know each other,discuss challenges and perspectives, identify problems and needs, agree newobjectives and roles, make transitions towards these ends, be kept up-to-dateon progress and problems, and correct course when needed. These tasksdepend critically on awareness, trust, coordination and mechanisms for dialogue.Conversely, misunderstanding and unrealistic expectations make a coordinatedapproach to sustainable development very difficult. In a world where all initiativeshave to compete for attention, the strategy needs to be presented as an attractiveinitiative with clear opportunities and clear limits, to excite relevant stakeholderinput and to ensure public support for its implementation. Effective communicationis the principal vehicle for the above tasks.Access to information and communication is a precondition for sustainabledevelopment, and can help stakeholders to break out of their isolation, exchangeideas and learn from the experience of the others.157
