Industrial environmental protection in Brazil –
a PPP project:
The Brazilian economic miracle which took place
between 1960 and 1980 was accompanied by massive
environmental pollution. Both industry and
the public sector ignored the necessity of investing
in environmental protection. In the 1980s the new
Brazilian constitution recognised the importance
of environmental protection as a task to be undertaken
by industry, and implemented stricter environmental
protection legislation. As a consequence

1992, the topics of sustainability and environmental
technology increasingly became a matter of concern
for large companies and politicians in Brazil.
However, despite this development, environmental
biodiversity in Brazil is still under threat from the
increasing population, industrial growth, large-scale
urbanisation and intensive agricultural activities.
These factors are most obvious in the denselypopulated
conurbations and the areas of high industrial
expansion. For example, the Santa Catarina
industrial structure is characterised by its high levels

and textile processing industries. All the associated
industrial activities are extremely resource- and
energy-intensive. This is why there is such a need
for effective industrial environmental protection in
Santa Catarina.
The transfer of environmental protection expertise
and technologies with the aim of promoting the
creation of a market for environmental technologies
is one of the core tasks of the Santa Catarina
environment centre. This centre was set up in 2004
as the result of many years of cooperation between
the Federal States of Santa Catarina and Baden-

einen hohen Diversifizierungsgrad mit überwiegend
kleinen und mittleren Unternehmen u.a. aus
der metallverarbeitenden Industrie, Papierindustrie,
sowie Textil- und Textilverarbeitungsindustrie. Alle
damit verbundenen industriellen Tätigkeiten sind
sehr ressourcen- und energieintensiv. Ein effektiver
industrieller Umweltschutz in Santa Catarina ist da-
her gefragt.
Der Transfer von Know-how und Technologien
im Umweltschutz mit dem Ziel der Förderung
der Entstehung eines Markets für Umwelttechno-
logien, ist eine der zentralen Aufgaben des Umweltzentrums
Santa Catarina. Das Zentrum ist im
Rahmen der langjährigen Zusammenarbeit des Bundesstaates
Santa Catarina und des Landes Baden-
Württemberg unter federführender Mitwirkung
der Universität Stuttgart und dem Nationalen Bra-
silianischen Dienst für berufliche Weiterbildung
(SENAI) 2004 aufgebaut worden. Das Umweltzentrum
Santa Catarina möchte langfristig neben
seinen Aus- und Weiterbildungsprogrammen auch
Umweltberatung für die Industrie in der Region
anbieten und ist daher sehr am Aufbau des Netz-
werkes REEF – Ressourcen- und Energieeffizienz
Santa Catarina – interessiert. Ein Konsortium aus
baden-württembergischen Unternehmen erarbeitete
gemeinsam mit der Universität Stuttgart einen
umfassenden Ansatz für ein Netzwerk für Ressour-
Württemberg, under the guidance of the University
of Stuttgart and the Brazilian National Industrial
Training Service (SENAI) 2004. In the long-term,
the Santa Catarina environment centre would like
to provide environmental consulting services for
the industries in its region alongside its range of
educational programs.
For this reason it is very interested in the expansion
of the REEF resource and efficiency network
in Santa Catarina. A consortium of companies in
Baden-Württemberg is working together with the
University of Stuttgart to draw up a comprehensive
strategy for a resource and energy efficiency network
in Santa Catarina (REEF Santa Catarina) and
involving local partners in its implementation. The
overall aim of REEF Santa Catarina is to build the
foundation of a lasting improvement in industrial
environmental protection in the project region. To
achieve this, a number of real life examples from
industry will be used to show that the implementation
of modern environmental technology can
also have economic benefit. This is based on the
development and application of measurable environmental
protection strategies in a group of industrial
companies which have production sites in
the Santa Catarina region. Using existing examples
of best practice, the aim is to make other companies
more aware of the benefits of implementing
environmental technologies and therefore create
the framework for multiplying the effects on the

environment. The REEF project is intended as a
pilot project and is to be used as an example for
further initiatives.
Acquiring new markets through cooperation –
NETSCI in Kazakhstan
The companies involved in the PU offer a range of
innovative environmental technologies, which are
particularly suitable for transfer to Kazakhstan. The
Kazakhstan government has set in motion a new
„State Program of Forced Industrial Innovation
Development of Kazakhstan for 2010-2015“. In
the next few years, the government will give priority
to allocating the available resources to the following
sectors: agriculture, the construction and building
