Obwohl dies allseits bekannt ist und breit diskutiert
wird, wird ein ganz entscheidender Aspekt des Exports,
also der Globalisierung und damit der bleibenden
Wettbewerbsfähigkeit auf dynamischen
Weltmärkten in Asien, dem Mittleren Osten oder Südamerika,
oft in der Betrachtung vernachlässigt:
Die Fähigkeit von baden-württembergischen Unternehmen,
zuerst Hochtechnologie zu liefern
und in der Zukunft dort führend zu bleiben, erfordert,
sich „vor Ort“ dem Wettbewerb zu stellen.
Da aber in Europa und speziell in Deutschland ein ausgeglichenes
soziales Niveau, ein hoher Lebensstandard
und eine ausreichend perfekte technische Infrastruktur
erreicht ist, wird nicht zwingend und energisch (genug)
nach weiteren Innovationen gesucht. Als Folge reduziert
sich der Bedarf an technologischen Spitzenleistungen.
In strenger Logik dieser Realität wird nicht
genug in F+E investiert, um auf Dauer in der Weltspitze
zu bleiben.
Es gibt dafür viele Beispiele: Unsere ICE-Verbindungen
sind derzeit so gut, dass nicht zwingend ein
Transrapid benötigt wird, es geht zur Not auch ohne.
Wer schon eine S-Klasse besitzt, will evtl. nicht zwingend
eine Neue, weil das Niveau der Alten im täglichen
Gebrauch schon ausreichend ist und der Mehrwert der
Neuen evtl. nur in Grenzsituationen erfahrbar ist.
Ein Grundbedarf an Hochtechnologie muss jedoch
vorliegen, damit technologieführende Firmen genügend
Investitionen aufbringen können, technologieführend
zu bleiben.
Ein weiterer Aspekt sind die Erfahrungen, welche
dauerhaft gefordert und überprüft werden müssen,
um führend zu bleiben. Man nehme als Beispiel das

Projekt Stuttgart 21. Unabhängig von der Diskussion
über pro und contra zu Stuttgart 21 ist klar: Wenn das
Projekt nicht durchgeführt wird, verlieren alle beteilig-
ten Ingenieure, Projektmanager, usw. die Best Practices,
die Rückkopplung auf Ihre Planungen, sie werden
nichts dazulernen und damit auf dem Weltmarkt
nicht als Know-how Leader auftreten können.
Ein Projekt wie Stuttgart 21 ist technisch machbar –
die Risiken sind beherrschbar, dennoch ist solch ein
komplexes Projekt nicht problemlos realisierbar. Genau
diese Probleme sind es, welche wir ständig erfahren
und lösen müssen, um unsere Lernkurve beim

However, there needs to be a basic requirement for high
technology so that leading technology companies can acquire
sufficient investment to remain technology leaders.
Experience is another aspect. It must be constantly encouraged
and reviewed so that leaders remain leaders.
For example, take the Stuttgart 21 project. Irrespective
of the discussion about its pros and cons, it is clear that
if the project is not carried out, all the engineers and
project managers and so on involved will lose the best
practices and the feedback on their planning; they will
not learn anything new and thus not be able to appear

neuer Erkenntnisse, sind erwünschte, alltägliche,
positive Probleme (bei Projekten von so langer Planungsdauer),
welche in Großprojekte einfließen müssen,
um sie zu lösen und sich dabei ständig zu verbessern.
Auch in fernen Ländern der globalisierten Welt
spielt der Umweltschutz eine immer grössere Rolle, so

these problems which we need to experience and
solve constantly so that our learning curve in managing

conditions (dealing with change), increasingly stringent
environmental protection (fortunately), the minimisation
of land use, new materials and new discoveries are
desirable, normal, positive problems (in projects with
such lengthy planning) which must feed into major projects
so that they can be solved and constantly improve.
Even in distant countries in this globalised world,
environmental protection is playing an increasingly important
part, so that successful reference projects and
verifiable best practices are essential.

Weitere Gesichtspunkte, welche für Märkte im Ausland
sprechen, sind die immer schwierigeren Bedingungen
für die Schwer- und Verfahrensindustrie, sowie Infrastrukturprojekte
in Deutschland. Ohne ausreichende
praktische Erfahrung mit solchen Projekten geht uns
dieses Know-how unwiederbringlich verloren.
Leider wird in Deutschland die öffentliche Meinung
bzgl. technischer Projekte mehr von Demagogen, privatem
Fernsehen, Schauspielern und Personen aus der

nowadays a high proportion of added value in many
products is in the software, which means that software

in vielen Produkten in der Software steckt.
Das bedeutet: Software wird immer wichtiger. Weiterhin
steckt die Komplexität und Innovation bzgl.

interfaces which can exhibit different behaviours
throughout the world.
We desperately need this experience to understand
these products and their interaction in high quality
systems. Current surveys (Ernst and Young, VDI
and so on) indicate that German engineers and technologists
and the „German understanding of total

nen Produkt, sondern im Zusammenspiel vieler Produkte,
deren Komponenten, Zustände, Änderungen
über System- und damit auch Landesgrenzen hinweg
liegen. Wir sprechen dabei von komplexen Systemen
(als Beispiel für ein komplexes System könnte z.B. das
Zusammenspiel eines Flughafens mit den Flugzeugen,
der Fracht, den internationalen Regeln, des Wetters,
GPS, ... dienen). Diese komplexen Systeme sind meist
global und haben unterschiedlichste Schnittstellen,
welche weltweit unterschiedliches Verhalten an den
Tag legen können. Diese Erfahrung benötigen wir
dringend, um diese Produkte und deren Zusammenspiel
in Systemen mit hoher Qualität zu beherrschen.
Derzeitige Erhebungen (Ernest&Young, VDI, ...) zeigen,
dass deutsche Ingenieure und Technologen und
„Deutsches Beherrschen von Gesamtsystemen“ weltweit
gefragt und geschätzt werden. Wir müssen alles
daransetzen, damit dies auch so bleibt.
Als Fazit ist klar zu sagen: Die alternde Gesellschaft
in Baden-Württemberg und der damit logischerweise
einhergehende Wunsch, auf Stabilität
und wenig Veränderung zu setzen, der hohe
Sättigungsgrad an innovativen Produkten, das
hohe soziale Niveau, die wenigen Probleme,
welche wir haben ... all dies ist die größte Gefahr
für unsere eigene Wettbewerbsfähigkeit
und damit der Anfang vom Ende für innovative
Produkte und Dienstleistungen „made in BW“
(und damit das Ende unseres Wohlstandes und
des sozialen Friedens. Der Umwelt ist damit
nicht gedient, da im globalen Markt Folgendes
gilt: was Baden-Württemberg nicht macht, das
übernehmen dankend Andere und dabei oft mit
viel schlechteren Umweltstandards als wir).

as the global market means that what BW does
not do, others will take on gratefully and often
with much lower environmental standards
than ours).
