Moreover, 21.15% <strong>of</strong> NIs who have health problems, arestudying for an MS or Ph.D, or are in <strong>the</strong>ir
first year as instructors, or are aged over 55 years old will gain 1/3 <strong>of</strong> <strong>the</strong> normal workload under
caring criteria, which added fur<strong>the</strong>r time pressure in CR at BCNC. 5.73% <strong>of</strong> NIs who finish a Ph.D
program will get 2/3 <strong>of</strong> <strong>the</strong> standard workload due to <strong>the</strong> allocation <strong>of</strong> time toconduct research.
Never<strong>the</strong>less, no reduction <strong>of</strong> workload was set for part time study cases who use self funding and
<strong>the</strong> research findings found <strong>the</strong>se cases particularly vulnerable to excess workload.
Results showed cost ineffectiveness in operations <strong>of</strong> most executives and some lecturers who were
overloaded with work and also revealed excess costs in BCNC when comparing between TC and
ABC results. This is especially so for personnel costs (including <strong>the</strong> high salary <strong>of</strong> more than half <strong>of</strong>
Nis: overhead > 30,000 baht). Research allocation costs did not provide benefits when comparing with
<strong>the</strong> low research productivity.
5. Discussion
In earlier research, focus was on <strong>the</strong> barriers <strong>of</strong> conducting nursing research and <strong>the</strong> overworking <strong>of</strong>
NIs. The research showed<strong>the</strong>re was a lack<strong>of</strong> evidence <strong>of</strong> good practices, andno appropriate model for
nursing colleges to manage and release barriers to conducting research. Suggestions for improvement
which focus only on decentralization or organizational policy are not enough to change research output as
issues are also related to personnel behavior. Thus, <strong>the</strong> poor results <strong>of</strong> research still remain in Nursing
Colleges and o<strong>the</strong>r HEIs.
Therefore, this study investigated an effective model to solve crucial problems associated with
personnel behavior in BCNC. Time management <strong>of</strong> nursing instructors that related to costs and
expenses causes concern about <strong>the</strong> effect on personnel behavior for learning and appropriate
change.
The ABC tool is <strong>the</strong> recommended to encourage continuous quality improvement in each <strong>of</strong> BCNC’s
four missions. If effective time workload management is successful, <strong>the</strong> cost related to activities might
be decreased and research competency enhancement will be possible.
However, this study revealed that <strong>the</strong> executives and some NIs who conduct research have selfefficacy
and can predict <strong>the</strong> outcome from <strong>the</strong>ir performance which aligns with Bandura social cognitive
<strong>the</strong>ory Though, <strong>the</strong>y have excessworkload, <strong>the</strong>y can manage time to succeed in research publication.
Additionally, leadership status is very important and should be considered to stimulate and encourage
development <strong>of</strong> personnel competencies.
Thus, if NIs have difficulty with <strong>the</strong>ir time management, cost effectiveness and workload, <strong>the</strong> ABC
program might be one possible solution in facilitating more research in BCNC.
6. Conclusion
The success <strong>of</strong> NIs in conducting research depends on; self-awareness, high responsibility, realization
<strong>of</strong> research benefit, perception <strong>of</strong> self-efficacy and expected outcome as stated in Bandura Social
Cognitive Theory. The social network, good teamwork and leadership are all necessary for research.
The rule <strong>of</strong> constraint for conducting research is one <strong>of</strong> <strong>the</strong> strategies for enhancement to success.
The ABC tool helps to explore evidence regarding inappropriate time management <strong>of</strong> NIs. Moreover, no
effective costs were found in organizational expenses, especially personnel costs. The ABC tool will
be used to select processes focusing on management <strong>of</strong> activities for improvement.
Finally, BCNC should encourage and promote NIs to be researchers regarding educational policy and
in line with BCNC’s vision <strong>of</strong> being a leading institute focusing on general nursing and health. It should
also create its research identity by leveraging routine to research. NIs have high potential in providing
and developing health care personnel. Thus, research competency enhancement is a key solution for
change and <strong>the</strong> ABC tool can act to promote and facilitate this change
