PTC works closely with players in <strong>the</strong> public transport industry and in partnership with o<strong>the</strong>r public
agencies to bring about quality basic bus services and an affordable public transportation system.
Core functions <strong>of</strong> PTC include: licensing <strong>of</strong> bus services that charge fares, regulating bus services
standards, licensing <strong>of</strong> bus service operators, licensing <strong>of</strong> transit ticket payment service providers and
regulating bus and train fares. Experience can be taken from Singapore regarding <strong>the</strong>ir one single
administrative authority exercising legitimate control over all processes <strong>of</strong> information resource access
and reuse.
3.3 Justification <strong>of</strong> developing a meta-syn<strong>the</strong>tic support system
Firstly, it is needed in conceptual frameworks for awareness <strong>of</strong> government information data
resources in administration, economy, and legal right protection as knowledge asset. Secondly, it is
needed in management frameworks for proper process control <strong>of</strong> <strong>the</strong> reuse <strong>of</strong> government information
resources for value added in services innovation in general. Finally, it is needed in regulatory and
standardized environments for <strong>the</strong> accountability <strong>of</strong> stakeholders to maximized benefits to city
travellers and sustainable development <strong>of</strong> a low carbon economy.
4. A knowledge asset management approach to a meta-syn<strong>the</strong>tic support
system
Based on <strong>the</strong> above studies and a fur<strong>the</strong>r survey <strong>of</strong> 12 Beijing municipal government departments, 3
group meetings with experts and 2 meetings with municipal government bodies, three meta-syn<strong>the</strong>tic
support system frameworks forming a complete set <strong>of</strong> knowledge asset management approaches are
proposed. These consist <strong>of</strong>: a conceptual framework for mapping objectives <strong>of</strong> reuse subjects for
added value in compliance with laws and regulations; a management framework for building key
components and relationships <strong>of</strong> reuse activities and processes to protect value and comply with
rules; and an implementation framework for instituting systems and workflows for reuse objects to
create added value in compliance with standards.
4.1 Conceptual framework for mapping knowledge asset management objectives
A conceptual framework for creation and development <strong>of</strong> a meta-syn<strong>the</strong>tic system is proposed based
on previous studies on knowledge asset management (An, 2010, An, et al, 2010) aiming at
collaboration, optimization and innovation in <strong>the</strong> reuse <strong>of</strong> government information resources on city
travel and traffic for Beijing through creation <strong>of</strong> three integrated levels <strong>of</strong> knowledge asset
management system: a quality oriented standards system for knowledge asset value creation based
on information collected at micro-level for government departments; a process oriented regulatory
framework to encourage knowledge asset value sharing at meso-level for trans-government
departments; and a service oriented licensing system for knowledge asset value addition through
delivery and reuse at macro-level for societal services.
