The first is an administration system to control collection, processing, integration, storage, updating
and distribution (including release and reuse licensing), which would be embedded in e-government
business processes and <strong>the</strong> governance <strong>of</strong> traffic facilities enabling intelligent traffic controls and
maximized administrative effectiveness and efficiency.
The second is a non-pr<strong>of</strong>it public service system for <strong>the</strong> public good, and <strong>the</strong> third is a value-added
commercial marketing service system, which would be embedded in intellectual travel services and
smart travelling for maximized social and economic effectiveness and efficiency.

Mechanisms <strong>of</strong> data integration, polices <strong>of</strong> unified information delivery, measures <strong>of</strong> reuse licensing
for permission <strong>of</strong> value added commercial services have been proposed to Beijing municipal
government in <strong>the</strong> development <strong>of</strong> Management Measures for Delivery <strong>of</strong> City Travel and Traffic
Information for Beijing Government Departments and Guidance for Implementation <strong>of</strong> Management
Measures for Delivery <strong>of</strong> City Travel and Traffic Information for Beijing Government Department under
<strong>the</strong> above frameworks, which are under discussions.
5. Conclusions
5.1 Research contribution and implications
Though demands for developing policies and management measures for reuse <strong>of</strong> government
information resources have been identified in government agenda and discussed in papers, current
studies are fragmental with disparate perspectives, with focus on different initiatives without concern
<strong>of</strong> value chains <strong>of</strong> reuse <strong>of</strong> government information resources along lifecycle <strong>of</strong> information resources
management. This paper provides knowledge asset management perspectives to tie all <strong>of</strong> <strong>the</strong>
different initiatives and different components into one holistic system for multiple levels <strong>of</strong>
management support to efficiency, effectiveness and economy <strong>of</strong> intelligent traffic administration,
good governance <strong>of</strong> value-added services based on government information resources, and
intellectual activity around smart city travel and traffic.
5.2 Research limitations and future research
Lack <strong>of</strong> regulations, polices and measures for reuse <strong>of</strong> government information resource in China,
this paper is limited to knowledge asset management approaches to build a comprehensive
overseeing system to support policies and measures developing and implementing. Case studies for
<strong>the</strong> use <strong>of</strong> <strong>the</strong> three frameworks in practice will be discussed in future paper.
