Introduction<br />

This project will provide a statewide and Minneapolis/St. Paul metro area inventory<br />

of industries and assess their potential as wastewater reuse customers. It will also<br />

outline an implementation plan that addresses the technical, regulatory, institutional,<br />

and financial elements of an industrial water reuse strategy.<br />

The project is comprised of two main tasks:<br />

Task 1: <strong>Industrial</strong> <strong>Water</strong> <strong>Use</strong> (Demand Assessment) to be completed by June 30,<br />

2006<br />

Task 2: <strong>Municipal</strong> <strong>Wastewater</strong> Treatment (Supply Assessment) to be completed by<br />

June 30, 2007<br />

The main purpose of this project is to identify whether and how water reuse can<br />

reduce the potential <strong>for</strong> water supply to be a limiting factor to future industrial<br />

development in Minnesota. Because the state of Minnesota currently has few water<br />

reuse applications, the implementation plan in Task 2 will highlight reuse practices in<br />

other states and the various factors that must be considered <strong>for</strong> Minnesota to have a<br />

viable water reuse program.<br />

This technical memorandum documents the work completed under Task 1. The main<br />

products of Task 1 include:<br />

an inventory of major industrial water use and users (i.e., potential candidates <strong>for</strong><br />

industrial reuse)<br />

identification of regulatory, technical, and institutional elements that are usually<br />

considered in establishing a water reuse program/project<br />

In Task 2, the industrial reuse customer inventory will be evaluated to rank candidate<br />

industrial customers <strong>for</strong> reuse projects. Costs associated with conveyance and<br />

additional treatment facilities will be estimated <strong>for</strong> candidate industrial customers.<br />

Costs and non-monetary factors will be evaluated in an implementation analysis and<br />

presented to stakeholders. With stakeholder input, an implementation plan will be<br />

developed that identifies steps the State and/or Met Council could initiate to promote<br />

industrial water reuse projects.<br />

1.2 <strong>Water</strong> <strong>Use</strong> in Minnesota<br />

How much water do Minnesotans use and what is it used <strong>for</strong>? Major water use in<br />

Minnesota ranged from 3.4 to 3.7 billion gallons per day (gpd) during 2000-2004. This<br />

represents all permitted water users that withdraw more than 1 million gallons per<br />

year (mgy) and/or 100,000 gpd of ground or surface water, and there<strong>for</strong>e, does not<br />

account <strong>for</strong> most domestic private well or surface withdrawals. The majority of the<br />

water use in<strong>for</strong>mation reported in this document is based on the records maintained<br />

by the MDNR Appropriation Permits program. While the water use in<strong>for</strong>mation<br />

presented in this document does not include all uses since it excludes private, low<br />
