The Treaty of Lisbon and the common security and defence policy<br />

in conformity with the Treaty. On these issues, close consultation will<br />

be established between this Presidency and the President (elect) of<br />

the European Council and the HR (3).<br />

It should also be pointed out that Article 21. 3 TEU - Lisbon states<br />

that «the Union shall ensure consistency between the different areas of<br />

its external action and between these and its other policies. The Council<br />

and the Commission, assisted by the High Representative of the Union for<br />

Foreign Affairs and Security Policy, shall ensure that consistency and shall<br />

cooperate to that effect».<br />

The trio of Presidencies<br />

This is enshrined in article 2.4 of the Rules of Procedure, which establishes<br />

that «every 18 months, the three Presidencies due to hold office shall<br />

prepare, in close cooperation with the Commission, and after appropriate<br />

consultations, a draft programme of Council activities for that period. The<br />

three Presidencies shall jointly submit the draft programme no later than<br />

one month before the relevant period, with a view to its endorsement by<br />

the General Affairs and External Relations Council».<br />

Article 1 of the Draft Decision of the European Council annexed to the<br />

Treaty of Lisbon states that the Presidency of the Council, with the exception<br />

of the Foreign Affairs configuration, shall be held by pre-established<br />

groups of three Member States for a period of 18 months. The groups<br />

shall be made up on a basis of equal rotation among the Member States,<br />

taking into account their diversity and geographical balance within the<br />

Union. Each member of the group shall in turn chair for a six-month period<br />

all configurations of the Council, with the exception of the Foreign Affairs<br />

configuration. The other members of the group shall assist the Chair in all<br />

its responsibilities on the basis of a common programme.<br />

The current trio of Presidencies that begun on 1 January <strong>2010</strong> is formed<br />

by Spain, Belgium and Hungary.<br />

The European Parliament<br />

The European Parliament (EP) is consulted and regularly informed by<br />

the President and the Commission of the development of the CFSP. The<br />

EP holds an annual debate on the progress made in the implementation<br />
