The Treaty of Lisbon and the common security and defence policy<br />

– To improve force projection in operations.<br />

– To reinforce the gathering of space-based information and intelligence.<br />

– To increase the protection of the forces and their efficiency in operations.<br />

– To improve interoperability and ability to work together.<br />

Spain is furthermore convinced that cooperation between the different<br />

policies and institutions of the European Union will be beneficial to citizens<br />

as a whole and will provide a better all-round guarantee of security. The<br />

maritime sphere is a clear example of the foregoing. Greater attention will<br />

therefore be focused on studying the synergies and opportunities arising<br />

from cooperation between two of the main European policies in the field<br />

of maritime security: the Common Security and Defence Policy and the<br />

Commission’s Integrated Maritime Policy.<br />

Lastly, related to the comprehensive approach, during the Spanish<br />

Presidency attention will be given to relations with other international organisations<br />

and with third states in theatres of operations.<br />

The European Union and the Atlantic Alliance are engaged concurrently<br />

in major efforts. Both organisations have 21 Member States in common, and<br />

it is therefore essential for them to act as strategic partners and for progress<br />

to continue to be made in furthering collaboration mechanisms. In this connection<br />

Spain intends to improve the framework for technical cooperation<br />

between the two organisations when both are involved in the same theatre.<br />

Attention will also be given to encouraging the participation of third<br />

countries in the Common Security and Defence Policy, especially in the<br />

Maghreb countries. This is the context of the meeting with the countries<br />

involved in the 5+5 initiative (Mauritania, Morocco, Algeria, Tunisia and<br />

Libya), in the margins of the informal meeting of defence ministers to be<br />

held in Palma de Mallorca in February <strong>2010</strong>.<br />

As to the operations conducted by the European Union, the Spanish<br />

Presidency will address the monitoring the missions currently under way and,<br />

as the case may be, the launch of new missions, both civilian and military.<br />

CONCLUSIONS<br />

In the sphere of the Common Foreign and Security Policy the entry into<br />

force of the Treaty of Lisbon has marked the beginning of a process aimed<br />
