connection, impetus will be given to bolstering civilian and military capabilities<br />
in order to enable to the EU to contribute to crisis management<br />
and the stabilisation and resolution of conflicts in the framework of close<br />
collaboration with the UN, NATO, the OSCE and the African Union, among<br />
other global actors.<br />
The programme recognises the need to continue with the work performed<br />
in the context of the European Security Strategy and points out the<br />
need to strengthen crisis-management, non-proliferation, disarmament<br />
and counterterrorism capabilities and to reinforce multilateral cooperation.<br />
The Presidency trio will continue to reinforce CSDP in all its components<br />
in order to enhance the role of the Union as a global and autonomous actor<br />
in the field of conflict prevention, crisis response, crisis management and<br />
post-conflict stabilisation with a special focus on civil-military synergy.<br />
With a view to improving the effectiveness of crisis management, new<br />
ways of cooperation will be encouraged, including multinational solutions,<br />
such as pooling of resources, training and logistics, as well as new security<br />
and defence possibilities and mechanisms provided under the Lisbon<br />
Treaty.<br />
Special attention will be paid to the capability development mechanism<br />
known as Headline Goal in the implementation of civilian and military<br />
objectives. Enhancing the EU’s rapid response capabilities will be a<br />
priority. In this connection new possibilities for the development of civilian<br />
capabilities will be further explored and the activities of the European<br />
Defence Agency for developing capabilities will be further developed.<br />
In relation to the international cooperation component in security matters,<br />
the Presidency trio expects the EU to strive to develop close cooperation<br />
with the United Nations, NATO, the OSCE, the African Union and<br />
other international and regional organisations. In particular special attention<br />
will be given to further improving relations with NATO at the political<br />
strategic level, including the development of capabilities.<br />
The Presidency trio is determined to take stock of the decade’s progress<br />
in crisis prevention and intends to propose new measures on the<br />
occasion of the tenth anniversary of the EU Programme for the Prevention<br />
of Violent Conflicts (Gothenburg Programme).<br />
A particularly significant aspect of the Presidency trio’s programme is<br />
the priority given to improving the planning and operational conduct of<br />
military and civilian operations.<br />
