The Treaty of Lisbon and the common security and defence policy<br />

To mark the tenth anniversary of the adoption of Security Council<br />

Resolution 1325 (2000) on Women, Peace and Security, the Presidencies<br />

have undertaken to promote human rights and gender mainstreaming in<br />

the planning and conduct of ESDP missions.<br />

The trio also intends to foster the promotion of the European security<br />

and defence culture, and will therefore continue to support the development<br />

of the European Security and Defence College.<br />

As for non-proliferation and disarmament, the Presidencies intend to<br />

continue with the implementation of the EU Strategy against the Proliferation<br />

of Weapons of Mass Destruction. To this end, the potential of international<br />

meetings scheduled for the period of the three Presidencies will be further<br />

exploited, such as the Non-Proliferation Treaty (NPT) review conference.<br />

The EU will also participate actively in the implementation of the provisions<br />

of Security Council Resolution 1887 of <strong>2009</strong>, in cooperation with third countries.<br />

Work on the EU’s strategy to combat the illicit accumulation and trafficking<br />

of small arms and light weapons and their ammunition will continue, as<br />

well as active engagement in the negotiations for an Arms Trade Treaty.<br />

CSDP objectives of the Spanish Presidency of the EU<br />

The Spanish defence minister appeared before the Senate on 26<br />

November <strong>2009</strong> to report on the security and defence priorities for the<br />

Spanish Presidency of the EU (18). These objectives were prepared in<br />

coordination with the previous Swedish Presidency and also with the<br />

following two Presidencies, Belgium and Hungary, in the framework of the<br />

aforementioned Presidency trio. These priorities were also agreed with the<br />

rest of the EU Member States and institutions.<br />

Spain is firmly committed to the construction of Europe project.<br />

National Defence Directive 1/2008 underlines that «national security is<br />

intrinsically and indissolubly tied to the security of Europe». This means<br />

that Spain is better placed to defend its interests in a Europe that plays<br />

a fundamental and supportive role on the international scene. This is<br />

the framework of Spain’s commitment to the Europe of Security and<br />

Defence.<br />
