in the task shall keep the Council regularly informed of its progress on<br />
their own initiative or at the request of another Member State and shall<br />
inform the Council immediately should the completion of the task entail<br />
major consequences or require amendment of the objective, scope and<br />
conditions determined for the task. In such cases, the Council shall adopt<br />
the necessary decisions.<br />
According to Sophie Dagand, this provision institutionalises EU initiatives<br />
such as the French-led Artemis mission conducted in the Democratic<br />
Republic of the Congo in September 2004(16).<br />
Rapid financing mechanisms for CDSP tasks<br />
One of the aspects expected to boost the EU’s ability to react in the<br />
sphere of CFSP/CSDP is the establishment of financial mechanisms which<br />
facilitate the rapid implementation of initiatives in this area.<br />
This initiative is a response to the difficulty experienced during the past<br />
ten years of ESDP operations when it came to financing the preparatory<br />
activities for the deployment of a mission.<br />
After consulting the European Parliament, the Council shall adopt a<br />
decision establishing the specific procedures for guaranteeing prompt<br />
access to the Union budgetary appropriations earmarked to the urgent<br />
financing of initiatives in the framework of CFSP/CSDP.<br />
The Council shall adopt by a qualified majority, on a proposal from the<br />
HR, decisions establishing the setting up, financing, and administration<br />
and financial control procedures for the start-up fund consisting of contributions<br />
from the Member States.<br />
When the task planned cannot be charged to the Union budget, the<br />
Council shall authorise the High Representative to use the fund. The High<br />
Representative shall report to the Council on the implementation of this<br />
remit.<br />
Incorporation of the European Defence Agency into the Treaty<br />
The European Defence Agency (EDA) was established in 2004, and the<br />
Treaty of Lisbon incorporates it into the Treaties (articles 42 and 45).<br />
